Thank you for your reply to my request about senior salaries. I had meant to request the salary of each named member of the VCEG.

Because I realise it is my fault for being unclear, this is not a request for an internal review, but as a fresh FOI request please clarify which named members of the VCEG earn which salary, for example: Professor M Farthing £220,000-230,000.

I write following your request dated 25 July 2012 (below) under the Freedom of Information Act 2000 for information about the University’s Executive salaries.

You have made a request under FOIA for a copy of the following information:

1. The names and salaries of members of VCEG.
2. To specify each person's salary to within £5,000 ranges, in accordance with the Information Commissioner's guidance.

I can confirm that the University does hold information in relation to points 1 and 2.

The University is willing to disclose the salary bands in relation to points 1 and 2. The salary of the Vice Chancellor is already in the public domain and is available on the University's website. However, in regards to disclosure of the names of members of the VCEG the University has declined your request under Section 40 (Personal Information) exemption of FOIA.

Salary Bands
I attach the salary bands as requested within £5,000 ranges, in accordance with the Information Commissioner's guidance.

Section 40 (Personal Information)
Section 40(2) of FOIA allows a public authority to refuse to disclose third-party personal data, where disclosure would breach any of the data protection principles in the Data Protection Act 1998 ("DPA"). Disclosure of the names of members of the VCEG, linked to their salaries, would breach the requirement of the first data protection principle that personal data shall be processed fairly and lawfully. The University acknowledges that there is a legitimate public interest in disclosing the salaries paid to the University's senior staff, and the information provided above is believed to be the extent necessary to satisfy that public interest. The disclosure of personal information beyond the extent which is necessary to satisfy the public interest would not be considered as fair to the individuals concerned, and disclosure would, therefore, breach the first data protection principle.

In April 2011, Northumbria University received an identical FOI request to the one I have made, and responded as you did, with the numbers of staff within each salary band. However, in a subsequent internal review they agreed to release individuals' salaries in £5000 bands, stating that "the format in which the information was supplied, numbers of people

I should also point out that as part of David Cameron's transparency agenda, central government is now required to publish the salary (in £5000 bands) of each named member of the senior civil service: see http://www.transparency.culture.gov.uk/c... for example.

Dear Mr Elibank

Following my colleague’s email of 29 August 2012, I have undertaken a review of the University's approach to responding to your Freedom of Information enquiry on 28 August 2012 about senior salaries.
Your request was read by senior University staff including all members of the Vice-Chancellor's Executive Group, and further consideration was given to level of information the University could release. The following has subsequently been decided:

1. The University will release salary figures within £5,000 bands for members of the Vice-Chancellor's Executive Group, alongside the job title of each member.

2. The salary figures to be released will include allowances granted to senior academic members of the University in respect of their offices.

You should be aware that the Vice-Chancellor's Executive Group does not determine the salaries of its members. The University has a Remuneration Committee which determines the remuneration of all members of the Vice-Chancellor's Executive Group, either on appointment or in post, and this Committee reports to Council which is the governing body of the University.

Deputy Vice-Chancellor £105,001-£110,000
Pro-Vice-Chancellor (International) £115,001-£120,000
Registrar and Secretary £120,001-£125,000
Director of Finance £105,001-£110,000
Director of Human Resources £85,001-£90,000
