Senior Police Officer remuneration 2012/13

Dear Scottish Police Authority,

In your first annual report you state

"Salaries and accumulated pension costs and disclosures for these individuals have been provided within the wages and salaries note to the accounts".

The individuals named were the senior police officers appointed by the SPA to PSoS that year.

Could I please have a copy of this note to the accounts which does not seem to be attached to the accounts in the online version that I am viewing

A full breakdown of costs will be contained within SPA's Annual Report 2013/2014, which is due to be published later this year.

I am writing to request an internal review of Scottish Police Authority's handling of my FOI request 'Senior Police Officer remuneration 2012/13'.

My request uses the words individuals as do your own accounts as set out below

Sir Stephen House QPM Chief Constable (from 1 October 2012)
Rose Fitzpatrick QPM Deputy Chief Constable (from 3 December 2012)
Iain Livingstone Deputy Chief Constable (from 3 December 2012)
Neil Richardson QPM Deputy Chief Constable (from 7 December 2012)
Stephen Allan Deputy Chief Constable (from 9 January 2013)
Malcolm Graham Assistant Chief Constable (from 9 January 2013)
Bernard Higgins Assistant Chief Constable (from 10 January 2013)
Wayne Mawson Assistant Chief Constable (from 10 January 2013)

My request was also cut from those accounts i.e. it was your terminology but I believe that the intention was to cite the payments to each "individual" following the precedent set by other public bodies when reporting payments to officers of this rank.

My request is not necessarily limited to the contents of those accounts

Could you please supply the amounts paid to individual officers which I believe are actually required to be disclosed by public accounting standards (which presumably accounts for the publication precedent set a few years ago)

I do not understand the reference to future accounts as regards this request about costs incurred ion the 2012/13 accounting period?

For clarity I acknowledge that the published accounts set out a total of £440,000 paid to the named officers as a group but I would like the individual details for each officer in that group

I refer to your correspondence which was received on 28 July 2014 and is
being treated formally as a Freedom of Information request rather than a
request for an internal review.

 

I apologise that your original request dated 1 July 2014 was treated as
business as usual, when it should in fact have been managed as an FOI
request.

 

In line with the Freedom of Information (Scotland) Act 2002, a decision
will be taken on the information requested within 20 working days from the
date the request was received, and communicated to you.

 

You can expect a formal response by 25 August 2014.

Central Scotland Joint Police Board has a breakdown of sorts in their final statement of accounts for the year 2012/13, perhaps the other JPB's have these? Apparently all were forwarded to the SPA following the Reforms as it states in this report? It's under 'police_draft_final.PDF' for this one.

Dear Scottish Police Authority,

Given that I submitted my initial request through the Whatdotheyknow site which is designed for that very purpose I am surprised that you have interpreted that request as business as usual request (whatever that means)

I believe that you have now failed to respond to my request for an internal review and I shall be progressing my request on that basis.

It would be helpful if you could actually answer my initial request rather than by delaying that response by resetting the clock for what appears to have been your error?

I agree that your request should have been managed as an FOI request. I
was unaware until you requested a review that this was not the case and
I can only apologise for this error.

In terms of timescales, we have the same time period to respond to a
review as we do to an original request - so you would not be prejudiced
in this respect.

The reason I would rather have treated it as a new request is that it is
unclear to me what work was undertaken to provide your original response
- so I would rather have started from scratch to try to provide you with
the relevant information.

However, I am happy to continue treating it as a request for review. We
have not stopped the clock on this request and as such your rights to
obtain this information within 20 have not been prejudiced.

A response was sent to you on the 3rd July 2014 indicating that this
'Note 2' could be found on page 28 of the published Annual Report for
the period to 31 March 2013.

Your request for review seems to ask for additional information, which
would fall out-with the scope of the original request and, as such, the
review.

Therefore I have to advise you that I can only review the answer that
was given to your original question of 1 July 2014.

I am writing to request an internal review of Scottish Police Authority's handling of my FOI request 'Senior Police Officer remuneration 2012/13'.

[ I am now totally confused by this latest response where you say that you have now in fact reviewed my original request (which contradicts your earlier response where you refer to a handling error and the creation of a new request).

I have spoke to the SCO and was advised that I could ask for an internal review again for my request submitted on 1st July 2014 (as they agreed with your interpretation that my subsequent communication on 28th July 2014 was not a valid review request and should be treated as a new request)

I would be grateful if you could confirm that you are progressing this second request as previously intimated.

As far as my request on 1st July 2014 is concerned I am not happy with the response as I have simply been referred back to the very same section of the report which gave rise to my request i.e. the reference to the total remuneration etc paid to senior police officers in the SPA 2012/13 accounts which is quoted at £440,000 (from memory)

I was asking for the note that details the individual amounts for those senior officers that make up that total.

Those figures are shown individually for the 'civilian' counterparts in the SPA .

The figures have been provided for those civilian individuals and I would like the same information for the senior police officers who are all named elsewhere in those 2012/13 accounts

I can confirm that SPA will extract from your emails the new/additional
