Dear Stroud District Council,

Many thanks for the response to my FOI request on senior management pay.

There seems to be conflicting information on senior management pay published on the Council’s website in the statement of accounts. There is a table that shows salary bands and acoording to the table there are 3 employees in each of the last 2 years in the £55k to £60k band.

This seems to be in conflict with the charts provided in response to the FOI request which do not show any employees in that range.

Please can you clarify which is correct.

9^th October.

 

Due to an oversight we regret that three honoraria of £5,000 p.a. were
omitted from the 2016 and 2017 senior management charts.  These would take
the pay of three of our Heads of Service into the £55,000-£59,999 bracket.

Dear Stroud District Council,

Thank you for the clarification. I am troubled by the response.
This seems like misleading Council Tax Payers rather than an error or oversight. Surely the Council knows what amounts it pays it's staff, and certainly the senior ones given the need to be transparent.

Can you confirm the start and end dates of the payments and the job roles to which these additional payments were made. Please can you amend the documents submitted with the original FOI request for clarity.
Can you confirm that as a result of these payments, does the council consider it was in breach of its own Senior Pay Policy Statement in place at the time as it would appear these were not disclosed.
Can you confirm that the Policy statement for next year will clearly state any additional payments for senior staff that are in place at the time it is formally adopted by Council.

In answer to your FOI request dated 20^th November 2018, please find
attached the revised copies of the 2016, 2017 and 2018 organisation charts
indicating where an honoraria payment was awarded.  Also attached is a
table showing the roles these apply to, the amount awarded and the start
and end dates of the payment.

 

We can confirm that reference to honoraria payments is made in the next
Fair Pay and Senior Pay Policy Statement to be published at the end of the
financial year, and full details of these payments will be published on
the Open Data pages of the Stroud District Council website.
