Dear Peterborough City Council,

I am writing to make an open government request for all the information to which I am entitled under the Freedom of Information Act 2000.
Please send me:
1. The number of full time equivalent members of staff employed centrally by the council with responsibility for Special Educational Needs (SEN/SEND) during each of the years: 2010, 2011, 2012, 2013, 2014, 2015 in the following:
a. working with more than one LA school and based in a Local Authority office
b. working with more than one LA school and based elsewhere
c. working in one LA school for that school
2. The numbers of full time equivalent members of staff who are dyslexia and literacy specialists employed by the council in each of the following years: 2010, 2011, 2012, 2013, 2014, 2015 in the following:
a. working with more than one LA school and based in a Local Authority office
b. working with more than one LA school and based elsewhere
c. working in one LA school for that school
3. The amount of hours contracted to external specialists (for example but not limited to consultants/educational psychologists etc) employed by the council in each of the following years: 2010, 2011, 2012, 2013, 2014, 2015
4. The job specification for the person responsible for:
a. Managing SEN/D provision for the LA
b. Compiling the Local Offer for the LA
5. The qualifications held by the person responsible for the following role in each of the following years: 2010, 2011, 2012, 2013, 2014, 2015:
a. Managing SEN/D provision for the LA
b. Compiling the Local Offer for the LA

Unfortunately we do not hold prior year data as records of employee information at this
level is not held . 

2.            The numbers of full time equivalent members of staff who are dyslexia and
literacy specialists employed by the council in each of the following years: 2010, 2011,
2012, 2013, 2014, 2015 in the following:

If we define dyslexia specialist as someone with a qualification (eg OCR*) or training
(Helen Arkell Institute) in Dyslexia then there are no Educational Psychologists or other
SEN staff currently working as dyslexia specialists.  No Educational Psychologist has had
this role in previous years as far as available records show. However, all of our
Educational Psychologists are able to assess and identify special needs in relation to
literacy and able to make recommendations to address these difficulties.

*Oxford, Cambridge and RSA the examining body which operates a diploma on teaching
learners with Dyslexia.

21 hours per week to cover vacant post due to be filled by January 2016.

Sheelagh Sullivan, Head of SEN and Inclusion. Please see attached.

b.            Compiling the Local Offer for the LA
There is no job specification; this work has been overseen by the Head of SEN Services
with the support of a project manager, with contributions from various professionals and
external stakeholders.  The long term resource support for the Local Offer is still being
considered, but is likely to be absorbed within existing teams with supplementary
resources as required. Job description as attached.

5.            The qualifications held by the person responsible for the following role in
each of the following years: 2010, 2011, 2012, 2013, 2014, 2015:
a.            Managing SEN/D provision for the LA and b. Compiling the Local Offer for
