SEND Co-production Group

We're waiting for Marta Garcia to read a recent response and update the status.

Dear Haringey Borough Council,

I recently received a letter following a session with the Local Authority regarding SEND Transport on 5 February 2020. I assume all parents that attended the event received this letter also.

The contents of the letter mention a co-production group working in Haringey at this moment.

I would to like request to evidence the following:

- When was this co-production group officially established (as opposed to setting up of the group)?
- How many parents/carers were invited to be part of this group?
- How many parents/carers are actively involved in this group?
- How many parents/carers actively co-produced any of the group's policies eg. terms of reference, principals, aims etc.?
- How is the group seeking to invite other parents and carers to be part of this group?

We have considered your request and our view is that your request is
invalid. Your request contains a series of questions rather than specific
requests for information.

 

The Freedom of Information Act gives people the right to access recorded
information. The Act does not give people a right to be given answers to
questions that they would like to put to a local authority if this would
mean creating new information or would involve giving opinion or judgement
that is not already recorded.

 

Although you have indicated that you wish to make a request for
information, further to your 'right to know' contained in section 1 of the
Freedom of Information Act 2000 (FOIA), your email contains an enquiry
rather than a specific request for recorded information held by Haringey
Council.

 

Guidance given by the Information Commissioner’s Office (ICO) states that
requests which are not for recorded information, but instead ask
questions, such as "please explain your policy on x" or "please explain
your decision to do y" are not requests for recorded information and
therefore should be treated as routine correspondence."

Firstly, I would like to apologies for the length of time it has taken to
respond to your FOI request. As you are possibly aware I have only
relatively recently joined Haringey Council and therefore I was not
working for the borough in May 2019 and thus did not have ready access to
the minutes of meetings held prior to my arrival. Likewise with the
previous Assistant Director and Head of Service leaving and then a further
change of Assistant Director (me taking over the role) finding the old
minutes has proved a challenge. However, my team have persevered and have
spent a significant period of time looking through folders and liaising
with staff to secure the minutes that would allow me to answer your
request for information as best as possible.

 

However, unfortunately to date we have only been able to secure the
minutes starting for meetings held from October 2019 onward, the point at
which Marilyn Francis took responsibility for minuting the meeting. My
apologies but I am therefore unable to respond in full to your request for
information but will respond with the information I have secured to date.

Your complaint that the Council breached the Freedom of Information (FOI)
Act  regarding request - LBH/9651520

Thank you for giving us an opportunity to investigate your complaint about
the response to your FOI request being overdue and you wanted to know why
it was so late. 

I understand that the response was sent to you on 9 June.  I understand
that the response itself provided an explanation for the delay in us being
able to respond, which was that due to a change of staff they were unable
to initially locate the information that you had requested.  After an
intensive search of files I understand they were able to find some of the
information you requested.

We would like to sincerely apologise for the late response to that FOI and
trust that the information that you were given has been sufficient for
your needs.

I hope that you are satisfied with my response to your complaint. If you
are dissatisfied, you may complain to the Information Commissioner, who
