Dear Wakefield City Council,

We are doing some research into the value of council / authority Special Education Needs & Disability and Adult Social Care transport contracts operated by private hire operators. To this end, could we please request your assistance in obtaining the information below, for your council / authority, under the Freedom of Information Act 2000:

Data request:

For the last 3 financial years (by year), and latest financial year (estimated):

1. Spend on Special Education Needs & Disability [SEND] transport i.e. taking children with SEND to and from school
2. Number of SEND passengers transported
3. Value of all council / authority SEND transport contracts awarded to taxi operators (PHV) (excluding coach hire)

4. Spend on Adult Social Care [ASC] transport i.e. taking elderly passengers to and from day centres
5. Number of ASC passengers transported
6. Value of all council / authority ASC transport contracts awarded to taxi operators (PHV) or taxi operators (excluding coach hire)

If actual figures aren’t available, is it possible to provide estimates instead? If yes, we would be grateful if you could indicate which figures are estimated.

By ‘contract awarded’ we mean in all contracts regardless of contracting approach e.g. open tender, framework, dps, or other.

Format: Please send through data in whichever format is easiest for you.

Clarification: If the request is unclear, please accept our apologies and let us know what clarification is needed. Similarly if it is not possible to provide the information requested due to it exceeding the cost of compliance limits, we would be grateful if you could advise as to how we might refine our request accordingly.

Thank you for your time and we look forward to your response.

Many thanks,
Tracey Vickers on behalf of HCT Group

Dear freedomofinformation,

Thank you very much for your response. Please could I just ask for clarification on what 'per journey' means in the answers to Q3 and Q6? We are looking for the total spend on PHV contracts, thank you.

Yours sincerely,

Tracey Vickers, on behalf of HCT Group

Dear Ms Vickers,

Further to our previous correspondence, I have now received the following
clarification from the relevant department;

With regard to Q3 and Q6, please be aware that each contract awarded is on
either a “per journey” or “per day” basis. Consequently we have supplied
answers to Q3 and Q6 on the basis of the total cost of individual
contracts, per journey, awarded to PHV operators during the periods
requested.

The total spend on PHV contracts was as follows:

Financial Year Total spend on PHV contracts
2015-16 £2,177,665.00
2016-17 £2,409,879.00
2017-18 £2,546,849.00
2018-19 (Estimated) Not Available

NB. “Total spend on PHV contracts” includes transport for: Home to
School/College, other children’s care (Looked After Children contact
visits, respite care, ad hoc…), adult care (day centres, respite care, ad
hoc…) and school meals.

I hope that the above is satisfactory for your purposes, and thank you
again for your patience and co-operation.

Yours sincerely

Dear freedomofinformation,

Thank you very much for your time and getting back to me. That's fantastic, however we need the total spend on PHV contracts split between SEN contracts (Q3) and ASC contracts (Q6). Can these figures be broken down?

Thank you again for your help.

Yours sincerely,

Tracey Vickers, on behalf of HCT Group

freedomofinformation, Wakefield City Council

Dear Ms Vickers,

It was my understanding that only an overall figure was held, but I will check again with my colleagues to establish what the exact position is.

I am so sorry to keep asking you to be patient, but I want to make sure that any response is as accurate as possible.

Thank you once again for your understanding. I will provide a final, definitive answer as soon as I can.

Yours sincerely

Dear Dave,

Thank you very much for your help. In the original figures given, there was a broken down amount for SEN and ASC 'per journey', so I would hope that these total figures could also be broken down.

I am so grateful for your time.

Tracey Vickers, on behalf of HCT Group
