Please provide me with the minutes of all Court and Senate meetings (not including subcommittees) which are not available on your website already. That is, as far as I can tell, from 08-09 onwards.

Glasgow Caledonian University has received your request for information dated 19 March 2013 (e-mail below).

In 2009 the Court of Session considered an appeal by Glasgow City Council and Dundee City Council against a decision by the Scottish Information Commissioner. Basically, the Court confirmed that the Freedom of Information (Scotland) Act 2002 gives the public the right to information not documents –

"The right conferred by section 1, where it applies, is therefore to be given the information, rather than a particular record (or a copy of the record) that contains it. Put shortly, the Act provides a right of access to information, not documentation." [Court of Session Opinion, Paragraph 43].

The University considers that a request for the minutes of a meeting is requesting a document and not information and therefore disclosure is outwith the terms of the Freedom of Information (Scotland) Act 2002.

Hence if you would let us know what specific information you are looking for, the University will consider it under the terms of the Freedom of Information (Scotland) Act 2002.

This seems rather silly to me, however I shall assist you:

I would like all information held about all meetings of the specified groups during the specified period, including who attended, who didn't, who said what, what decisions were made, and what actions were assigned to whom.

Alternatively you could describe this as all information held by the university in the minute documents?

Dear Glasgow Caledonian University,

I am writing to request an internal review of Glasgow Caledonian University's handling of my FOI request 'Senate and Court Minutes'.

I originally requested the minutes of all Court and Senate meetings from 08/09 onwards. I then clarified for you that I wanted all information held about these meetings including who attended, who didn't, who said what, what decisions were made, and what actions were assigned to whom.

You sent me the minutes from Senate (after initially saying this was not a valid request and causing a fuss about minutes being documents not information..) which is appreciated, but you missed out the most recent meetings in 12-13.

You sent me bulletins of Court meetings, which is appreciated but does not suffice, as it is neither the minutes nor the information requested in my clarification. Your link for attendance is broken.

You can resolve this and complete this request in full by providing the most recent missing senate minutes, and the full minutes of court for the specified time period.

I wish to note my concern that the university seems willing to spend time and resource fudging an answer to these questions rather than simply sending the minutes as requested which would satisfy the request and be much more efficient. It does not scream transparency.
