In carrying out detailed monitoring and moderation of SEN trends both at an individual officer, locality and whole LA level, the SEN Assessment and Review Team will work closely with the Performance & Outcomes Team, to produce a more comprehensive SEN/Learning Difficulties and Disabilities (LDD) dataset. This includes information on the trends in numbers of pupils at School Action and School Action Plus and information concerning pupil attainment and progress alongside the statutory assessment information.

Thank you for your recent request for information. Please find attached our response. Where the numbers are so low that we feel it may lead to the identification of individuals, we are withholding this information under section 40 (2) of the Freedom of Information Act 2000 which exempts personal information from disclosure if disclosure would breach one or more principles of the Data Protection Act 1998. In this case we consider that disclosure would breach the first principle, namely that personal information must be fairly and lawfully processed and must meet one of the conditions for processing as provided by schedule 2 of the Act. In this case we consider that the disclosure would be unfair and unlawful and none of the conditions for processing would be met and have put * where the numbers are fewer than 5. Also, some categories have been amalgamated.

The scope of the 2012 dataset was revised to focus on core pupil characteristics and the decision was made not to include attainment and progression data in the 2012 dataset. A decision may be made in future years with regard to the content, scope and structure of the SEN dataset to reinstate attainment or progression data. I am, however, able to provide you a summary of SEN attainment data which covers the academic year 2011/12.

ASD - Autistic Spectrum Disorder; BESD - Behaviour, Emotional and Social Difficulty; HI - Hearing Impairment; MLD - Moderate Learning Difficulty; PD - Physical Difficulty; PMLD - Profound & Multiple Learning Difficulty; SLCN - Speech Language and Communication Difficulty; SLD - Severe Learning Difficulty; SPLD - Specific Learning Difficulty; VI - Visual Impairment; MSI - Multi-Sensory Impairment; W - Other Difficulty/Disability.
