Council for access to information under the above Act, the details of

Request:

Do you follow HM Treasury guidance on senior officer severance payments -
as highlighted in a public interest report concerning a neighbouring
authority?

You have a right to have the existence of the information requested either
confirmed or denied unless the Council claims an Absolute
Exemption.  Officers are currently establishing whether the information
requested is held and I will write to you with the council’s response by 3
August 2023 which is 20 working days following receipt of your request.

The Treasury guidance includes a template to ensure a transparent and methodical approach to the difficult subject of senior officer termination payments. The most recent guidance is https://assets.publishing.service.gov.uk...

The public interest report for York in relation to their ex-chief executive is

This report specifically refers to the Treasury guidance then in place.

I'm really only interested in those that sit at the top table — chief executive and the immediate directors or equivalent.

It is a tricky area and I was interested as to whether you have committed to following central government's stated best practice to minimise the risk of reputational damage by following the template.

Local government relies on the confidence of the public and other partners and the impression created by a series of high profile, exceptional terminations in the region is most unfortunate.

Termination payments invariably have to happen from time to time and they will involve senior officers with influence. A structured approach can help mitigate reputational damage.
