Dear Mr Joseph

Your request for information ref. SOT91297 about supported living services
provided by the local authority and details about looked after children
going through the criminal justice system

Although we do hold the information that you have requested, we estimate
that the aggregated cost of complying with your request would be more than
£450 (18 officer hours at £25 per hour). This amount is called the
‘appropriate limit’ and is specified in regulations.

When it would cost more than £450 to locate, retrieve and extract the
information that is requested, Section 12 of the Freedom of Information
Act allows us to refuse the request.

If you make a new request for a smaller amount of information it may then
be within the appropriate limit, although we cannot guarantee that it
would be and we would have to assess your new request.

We can provide information for your questions 1, 14, 16 and our officers
have suggested the following approach for some of the remaining
questions:-

Trim to 18-25 years for questions 3 & 4 and 7 & 8 and also take out the
criminal justice element as this would require a manual review of every
record and it is the main element which takes us over the 18 hour limit.

If you could also provide further definitions (please see below) regarding
the actual data required, we may be able to provide the answers within the
18 hour limit:-

Questions 8 – 13: Does this mean overheads or specific support services?
If overheads what breakdown do you require?

Questions 21 – 29 could be answered if the criminal justice element is
removed.

Please let us know if you would like us to reconsider your request based
on the above suggestions.

If you are unhappy with the service you have received in relation to your
request and wish to make a complaint or request a review of our decision,
you should write to: The Information Rights Manager, Information Rights
Team, Stoke-on-Trent City Council, Floor 2, Civic Centre, Glebe Street,
ST4 1HH, or email [2][Stoke on Trent City Council request email].

Section 5.3 of the Freedom of Information Code of Practice states:

“It is usual practice to accept a request for an internal review made
within 40 working days from the date a public authority has issued an
initial response to a request and this should be made clear in that
response to the applicant. Public authorities are not obliged to accept
internal reviews after this date. Internal review requests should be made
in writing to a public authority.”

If, after contacting us, you are not content with the outcome, you may ask
the Information Commissioner for a decision. Before doing this, please see
the following link for guidance from the Information Commissioner relating
to how to use your information rights responsibly and effectively, to
enable you to gain the best outcome from the process -
[3]http://ico.org.uk/for_the_public.

Generally, the Information Commissioner cannot make a decision unless you
have already used our internal review procedure. The Information
Commissioner can be contacted at: The Information Commissioner’s Office,
Wycliffe House, Water Lane, Wilmslow, Cheshire, SK9 5AF, tel: 0303 123
1113 or you can visit their website at
