I’m requesting information under the Freedom of Information Act 2000. Please could you answer the following questions in regard to Looked After Children (LAC) in Residential Semi-independent and Supported Placements, covering the ages below:
Age Groups: 12-15, 16-17 and 18+
LAC Band: Care leavers, Young people with children, Women needing refuge, Unaccompanied Asylum Seekers, Homelessness and Threaten with Homelessness.

1. How many Looked After Children (LAC) does Bury Metropolitan Borough Council currently have?

2. How many of these LAC are aged 12-15?
i. How many are currently placed in 24 hour support accommodation?
ii. Do you require more 24 hour supported housing providers for 12-15 year olds?
iii. Please provide the company names of the providers currently being used for the provision of services for supported accommodation to LAC aged 12 –15.
iv. Please provide the average cost per child per week per provider of supported accommodation to LAC aged 12-15. Please include costs for 24 hour support.

3. How many of these LAC are aged 16 and 17?
i. How many are currently placed in semi-independent accommodation?

6. Where can I find the local authorities guidelines stating the requirements needed to operate as a regulated semi-independent housing provider? is an office space an essential requirement?
i. Please supply a list of standard policies & procedures.

7. Is an inspection carried out on the property before semi-independent placements commence? If so, who is the best point of contact to arrange inspection?

8. Who should be approached within the council to discuss commissioning, service provision, rates, and referrals?
i. Please can you provide the contact details of the relevant person.

Further to your recent request for information under the Freedom of
Information Act received 9^th March 2021, I am able to supply the
following information on behalf of Bury Council.

 

1. How many Looked After Children (LAC) does Bury Metropolitan Borough
Council currently have? 341

 

2. How many of these LAC are aged 12-15? 96

 

i. How many are currently placed in 24 hour support accommodation?  16 in
leaving care provisions.

 

ii. Do you require more 24 hour supported housing providers for 12-15 year
olds? No.  12 to 15 year olds would be in an Ofsted registered Childrens
home.

 

iii. Please provide the company names of the providers currently being
used for the provision of services for supported accommodation to LAC aged
12 –15. 12 to 15 year olds would be in an Ofsted registered Childrens
home.

 

iv. Please provide the average cost per child per week per provider of
supported accommodation to LAC aged 12-15. Please include costs for 24
hour support. £3600 per week for a registered children’s home.

 

3. How many of these LAC are aged 16 and 17? 55

 

i. How many are currently placed in semi-independent accommodation? 16

 

ii. Do you require more housing providers for LAC aged 16 and 17? If so,
in what sector? (semi-independent or supported housing) No

 

iii. Please provide the company names of the providers currently being
used for the provision of services for semi-independent accommodation to
LAC aged 16 and 17. Because of the small number of young people located
across a number of providers in the local area we do not wish to identify
individual placements.

 

iv. Please provide the average cost per child per week per provider of
semi-independent accommodation to LAC aged 16 and 17. Please include the
costs for floating support. £906 per week

 

v. How many LAC aged 16-17 are currently placed in supported
accommodation? Please see answer to question  i

 

vi. Do you require more supported housing providers for 16-17 year olds?
No

 

vii. Please provide the company names of the providers currently being
used for the provision of services for supported accommodation to LAC aged
16 and 17. Because of the small number of young people located across a
number of providers in the local area we do not wish to identify
individual placements.

for 24 hour support. Please see answer iv. If the young person required 24
hour support they would be in an Ofsted registered children’s home.

Manchester 16 Plus contract. We purchase from the GM contract.

 

i. Where and how do I register? Please contact Placements Northwest to
register interest in the next tender.

requirements needed to operate as a regulated semi-independent housing
provider? is an office space an essential requirement? Office space is
desirable but not essential. Please contact Placements Northwest all the
documentation will come through the tender application process.

 

i. Please supply a list of standard policies & procedures. We expect the
provider to supply there own policies and procedures.

 

7. Is an inspection carried out on the property before semi-independent
placements commence? If so, who is the best point of contact to arrange
inspection? Once you have successfully completed the  tender and been
accepted you will have a minimum standards inspection from Placements
Northwest.

 

8. Who should be approached within the council to discuss commissioning,
service provision, rates, and referrals? Mark Love Contract &
Commissioning Manager.
