Children's Services FOI, Redbridge Borough Council

Dear Ms Grant

Thank you for your request for information about semi-independent living,
which we received on 12 June 2017 and which falls under the Freedom of
Information Act 2000.

We have been considering your request and now realise that we need some
clarification as follows:

General Clarification applying to the whole FOI

Does the whole FOI relate to 18-25 year olds only?

Please note that LAC only refer to children under 18.  Once a Looked After
Child reaches 18 they are classed as Care Leavers.

Specific Clarification

Qn.      - Number of LAC >18<25 Young people who had been in the criminal
justice system each year as at 31 Mar 14 each year To 31 March 17

-          Does this refer to Care Leavers aged between 18 -25 during
these years?

-          Please clarify what is meant by ‘in the criminal justice
system’? e.g. Does this mean any conviction or is it more specific to
custodial sentences?

-          Is the requestor meaning that any young person aged 18-25
during these years that has had any conviction either pre or post 18? Or
are they requesting information relating to 18-25 year old care Leavers
who are convicted of an offense during each year between 2014 and 2017?

-          Depending upon the answers to these clarifications the
requestor should be made aware there could be a high degree of overlap
across years as any young person who is aged 18  in 2014 and has a
conviction would appear in the datasets for each subsequent year?

Please note that the Act covers any recorded information that is held by a
public authority, and they are not required to create new information by
answering questions on matters that are not recorded.

Please also note that following your clarification as mentioned above,
gathering the information you have requested could involve a significant
amount of time and this may mean that we might have to charge you for the
work involved or even have to refuse the request under the exceptions in
the Freedom of Information Act 2000.   If this is the case, we will write
to you again and ask you how you would like us to proceed.

Your request has been placed on hold until we receive your clarification.
Should I not hear from you by 27 June 2017, I will close the request.  You
are, of course, welcome to resubmit it with the clarification I have asked
for.

Yours sincerely

Sue Garner
