Self build register and Custom Housebuilding

We're waiting for Adam SAW to read a recent response and update the status.

Dear Kirklees Borough Council,

From 1 April 2016 the Self-build and Custom Housebuilding Act 2015 (as amended by the Housing and Planning Act 2016) requires all relevant authorities to keep a register of individuals and associations of individuals who wish to acquire serviced plots of land to build their own homes in the authority’s area and to have regard to those registers in carrying out their planning, housing, land disposal and regeneration functions. Section 1(2) of the 2015 Act also requires each relevant authority to publicise its register.

In this context, I am requesting the following information from your authority:

1) If your authority holds a self-build and custom housebuilding register, whether it has publicised such a register and, if so, how this has been done (eg. local media, council webpage); and where may I gain access to this publically available information, please send direct links or PDF documents.
2) How many persons or associations have been added to the Self Build register since 2016? Break down as below;
2.1. the number of individuals listed on the register as at 31 October 2016;
2.2. the number of associations of individuals (groups) listed on the register as at 31 October 2016;
3) Please provide this data by area also (23 listed areas) of the number of registeree’s that will consider in a particular area code? (e.g Almondbury, Dalton to Newsome all 23 areas))
4) Of this register please provide the number of type of build the registeree prefer, from detached to flat to other?
5) Please also provide the data of the type of self build projects that the registeree’s have selected?
6) Of the numbers of registered entries on the Self Build register how many have been allocated a plot, whether accepted or otherwise?
7) What efforts and approaches is Kirklees Council undertaking in providing the registeree suitable plots of land to build upon and meet the demand?

You asked for the following information:

The Council’s response to your specific questions is set out below:

 

1. Can you please provide me with Kirklees Council's parent companies Dunn
& Bradstreet registration number?  Kirklees Council does not have a parent
company it is a Local Authority.

 

a) Or can you confirm that [211275375] is a registration number linked to
Kirklees Council.

 

 

2. Can you please confirm if Kirklees Council have a legal enforceable
agreement or contract with its residents to whom you send these Demand
Notices"? We do not need a legally enforceable agreement or contract with
its residents to send demand notices.  We have a legal responsibility to
collect council tax.

 

a) And if an agreement or contract is even needed? - If not why not?

 

 

3. Can you confirm whether Kirklees Council is a Private Profit making
Corporation or a  Kirklees Council is a Local Authority providing services
to residents and not a profit making organisation

 

 

4. Is Kirklees council defined as a commercial organisation as defined by
Section 54 of the Modern Slavery Act 2015.  No

 

 

5. Every corporate body company in the UK is obliged to publish their
Annual Accounts i.e. Profit and Loss statement. Can you please provide me
with the link to the most recent fillings?

confirm that Kirklees Council is a type of company that is known as a
“Local Authority Company"? Not a company but local government

 

 

7. Is Kirklees Council a profit making entity? No
