Self-build register

Dear Norwich City Council,

In 2017, I submitted a FOI request about the self-build register, and I thank you for that response. In that response you stated that the effect of the £50 fee could not yet be determined because it had not yet been fully implemented.

I would now like to ask the question again, to see whether there has been any change since that enquiry. I would therefore appreciate it if you could answer the following questions:

How many entries are in Norwich's self-build register?

How has the rate of signing up to or remaining on the register changed (if at all) since the introduction of a charge to join or remain the register?

How many plots of land has Norwich allocated to serve those who are seeking land by being on the self-build register? (Please note that the answer to this should not include those self-build projects that have been brought forward independently of the self-build register process.)

Thank you for your Freedom of Information request. I can confirm the
information you have requested is held by Norwich City Council.
 
How many entries are in Norwichs self-build register?
As of 01/11/18, there is one individual on the self-build register.
N.B. The charge to remain on the register took effect on 31/10/18,
resulting in 79 individuals/groups being removed from the register
How has the rate of signing up to or remaining on the register changed (if
at all) since the introduction of the charge?
Number of people joining per calendar year
2016:  49 individuals/groups joined the register
2017: 30 individuals/groups joined the register
2018 (up to 31/10/18): 1 individual joined the register
How many plots of land has Norwich allocated to serve those who are
seeking land by being on the self-build register?
As set out within the Self-build and Custom Housebuilding Act 2015,
Norwich City Council is required to have regard to its self-build register
in plan-making, decision-taking, land disposal and other functions.
Since the beginning of 2018 the council has approved 5 applications which
are being, or could be, built out as self-build units.
Consideration is being given to the allocation of land for self-build
through the Greater Norwich Local Plan. Any such allocation will be
informed by the number of individuals who have expressed an interest by
joining the councils self-build register.
Please note that the self-build register does not influence the approval
of individual applications, nor is there a specific self-build planning
