Selective Licensing income and administration

Dear Tower Hamlets Borough Council,

1.Please provide a breakdown of the total revenue generated by the council through selective licensing fees for the last three years.

2.Please provide a detailed breakdown of how the selective licensing fees have been spent, including administrative costs, enforcement actions, inspections, and any other related expenses for the last three years.

3.Please confirm whether any surplus generated from selective licensing fees has been used for purposes other than administering the scheme. If so, provide details of where those funds have been allocated.

4.What percentage of the selective licensing fee income has been spent on enforcement, inspections, and improving property conditions?

5.Please provide details of any income the council has received from additional charges, such as fees for email reminders, re-inspections, or document submissions, as part of the selective licensing process.

6.Have the fees generated a profit?

7.Please clarify whether funds generated through selective licensing are used to cover the costs of administering the scheme. If additional administrative costs are incurred, provide a breakdown of those costs and their funding sources.

8.Has the council charged landlords additional fees for issuing reminder emails or requests for missing documentation as part of the selective licensing scheme? If so, how much revenue has been generated from these charges?

9.Please provide a copy of the council's policy or guidelines on how selective licensing funds are allocated and what proportion of these funds are earmarked for administration versus enforcement or improvement purposes.

10.Please provide evidence of how the council ensures that funds raised through selective licensing are used solely for the purposes outlined in the Housing Act 2004.

11.Has the council undertaken any external audits or reviews to ensure compliance with the legal framework governing selective licensing? If so, please provide the results of these reviews.
