Thank you for your request for information as copied below. You asked some
questions about the appointment of the new Chair of the Independent
Parliamentary Standards Authority (IPSA), which we have sought to answer
below.

 

1)  Who appointed the members of the selection panel

and

2)  What process was followed for their appointment

 

The House of Commons holds this information. The panel members were
appointed by the Speaker, following consultation with the Speakers
Committee for IPSA (SCIPSA) at the Committee’s meeting on 18 November
2015.  In line with previous recruitment of this type the Committee agreed
that the panel should consists of: an independent Chair, a former MP, two
lay member of SCIPSA and a Chair of another regulatory body.

 

3)  What pay did they receive and who decided on that amount

 

The costs of the recruitment exercise, including pay and expenses for
panel members, is met by IPSA. However, some information is held the by
the House of Commons.

 

The Chair of the Panel was paid a total of £1,800. This was on the basis
of 4 days’ work at £450 a day and the fee was agreed between the Chair and
the House Service.

 

The lay members of IPSA who served on the panel can claim for time spent
working on this recruitment exercise in the same way they claim for any
other work they do for the Speaker’s Committee. These claims are
processed by IPSA and this information is not held by the House of

Information about pay for the other panel members is not held by the House
of Commons as neither member has submitted an invoice for their work on
the panel to the House.

 

It may interest you to know that the Speaker’s Committee on IPSA published

information on the appointment process including the membership of the
