Dear Mr Elibank,

Please see attached response to you recent request. The information to
be released to you is approximately 280 pages which is a huge document
to be sent electronically, and will have to be done in many parts. Will
it be possible for you to give me a postal address so that we can send
it in hard copy?

I wait to hear from you on how you wish for us to proceed.

Many thanks,

Yasmine Edwards

Dear Ms Khan,

Thank you for trying; perhaps splitting it into a number of smaller
documents may help? This is a way that FOI authorities have
responded to my requests effectively before.

Dear Cabinet Office,

Please pass this on to the person who conducts Freedom of
Information reviews.

I am writing to request an internal review of Cabinet Office's
handling of my FOI request 'Security Policy Framework'.

The information may be in paper form ready to send to me, but this
does not automatically render it "impracticable" for the Cabinet
Office to scan it. Surely this is the entire point of Section 11 of
the FOIA?

Additionally, I have had to chase this request at every stage of
the way; my first response was past the statutory deadline. This is
not satisfactory service.

A full history of my FOI request and all correspondence is
available on the Internet at this address:

Dear Ms Edwards;

You claimed on April 30th that you had the information in hard copy
ready to send to me. How is it possible that you are now
considering a national-security exemption?

Please explain ASAP.

Yours faithfully,

Stephen Gradwick left an annotation (20 May 2010)

Quote-marks The Manual of Protctive Security was originally requested from the Cabinet Office in 2005.

The same grounds of refusal were cited in that case as in this one.

Following internal review a complaint was made to the Information Commissioner who then took four years and five months to issue a decision notice.

http://www.ico.gov.uk/upload/documents/d...

The case is currently under appeal to the Information Tribunal (Case ref: EA/2010/0030).

Dear Mr Elibank,

As previously stated, your requests for the Manual of Protective Security (MPS) and the Security Policy Framework (SPF) (ref. FOI274506) have been treated separately. Information relevant to the MPS is available to you in hard copy, as confirmed in writing on 30 April, and our handling of this part of the request is currently under review (ref. IR275267). Please note that the extension for the consideration of the public interest regarding national security, of which you were notified in our letter dated 18 May, relates to information relevant to the SPF.

Kind regards,
