Thank you for your request for information about staff directly employ by
the council undertaking security services since 2016.  Your request was
received by the Information Rights Team on 18 September 2018.  This is
being dealt with under the terms of the appropriate Information Rights

Please pass this on to the person who conducts Freedom of Information reviews.

I am writing to request an internal review of Stoke on Trent City Council's handling of my FOI request 'Security Licences'.

You will note from the previous FOI I have requested information about staff members undertaking security services. Your department has failed to answer the said question referring the FOI back to me for my definition of Security Services..

Surely as a local government who has a licensing section such definition is not needed from me and you will understand that security services are defined by the Security industry act 2001 something for which you have to be compliant.

I trust you will review the question and come back with a satisfactory answer before I report your authority for using unlicensed staff in various roles within stoke on trent.

No authority should be above the law and no authority should be less transparent then the law itself !

Dear Mr O'Neal,

Thank you for your email. This has been sent to the service who are collating the information for you.

If you remain dissatisfied with our response once it has been sent to you please let us know and we will carry out an Internal Review at this time.

The reason we required clarification from you was because our security services for door supervisors and event security are mainly contracted from outside suppliers. However, the City Council does directly employ staff for security roles such as CCTV and other in-house duties that do not require SIA Licensing.

We aim to respond to you by 15/10/18.

Response: We do not undertake any security operations that fall under the
scope of the Security Industries Act 2001.
