not publish direct contact details for staff below the level of Head of
Service, including email addresses and phone numbers. Instead, it promotes

to ensure that customers are always directed to the appropriate person and
that e-mail correspondence is routed correctly.  It also ensures that any
staff moves do not affect the public's ability to contact the Council and
