Dear Ms Zhang,

TfL Ref: FOI-2636-2122

Thank you for your request received by Transport for London (TfL) on 14^th
February 2022 asking for customer flow data on the London Underground.

Your request has been considered in accordance with the requirements of
the Freedom of Information Act and our information access policy.

Specifically you asked:

“I am writing to request for the section passenger flow (or known as the
volume of passengers)  in 2017, 2018, 2019, 2020, and 2021 between
stations on every LU Lines.

To clarify, for example, I would like to know is that the section
passenger flow on Victoria Line between Brixton and Stockwell, Stockwell
and Vauxhall, Vauxhall and Pimlico... Blackhorse Road and Walthamstow
Central in both directions on Working Days and Holidays (Including Bank
Holidays and Weekends) on average by year.

The data could be provided at a vague level, accurate to thousands or
millions.”

Please see our published “NUMBAT” data that is available online here:

[1]http://crowding.data.tfl.gov.uk/

Data can be found for 2019 and 2020.  For example, in the file
“NBT19MTT_Outputs.xlsx” - and the equivalent for 2020-  there is a tab
“Link_Loads” which has the train loading between two stations.

MTT is the average of a typical autumn Monday to Thursday. We also have
data for Friday, Saturday and Sunday online.

In accordance with section 21 of the FOI Act, we are not obliged to supply
you with a copy of the requested information as it is already accessible
to you elsewhere.

For 2017/18 and 2021 the data is not yet available online but we do intend
to make it available later in spring. The information is therefore exempt
from disclosure at the current time under section 22 of the Freedom of
Information Act, which can apply to information that is “intended for
future publication”. Section 22 is a ‘qualified’ exemption, meaning we
have to assess whether the public interest in applying the exemption
outweighs the public interest in immediate disclosure. In this instance we
consider that the public interest favours the publication of this
information in context and according to the pre-determined schedule,
rather than in response to your request. With publication intended in a
relatively short period of time we do not see a compelling case to publish
it outside of the planned process.

If this is not the information you are looking for, or if you are unable
to access it for any reason, please do not hesitate to contact me.

Please see the attached information sheet for details of your right to
appeal as well as information on copyright and what to do if you would
like to re-use any of the information we have disclosed.

Yours sincerely,

David Wells
