Darryl J Lee (Mr.)

Dear Freedom of Information Team at North Wales Police,

You have REFUSED the first part of my Request for the reasons given. You have NOT REFUSED the second part of my Request: - "Please confirm the percentage of searches that resulted in the searching-officer/s finding evidence that the detained person is a terrorist (within the statutory definition)."

If I could draw your attention to data released publicly by the Ministry of Justice evidencing that in 2009 the number of persons said to be terrorists by Police (UK-wide) searched under section 44 (now repealed) was 210013 yet only 9 persons were arrested for alleged terrorism offences. In 2010, the failure rate of all Police forces collectively was 99.998% with only 2 persons arrested for terrorism offences from 108685 persons detained and searched. In 2011 not even one person was arrested for terrorism offences following a stop and search under the terrorism act. For the years I have referred to police got it wrong at best 99.998% of the time and at their worst 100% of the time. The average being a police failure rate of 99.999% and because that's an average, it follows that some police forces will be getting it wrong more than 99.999% of the time.

With figures such as this in the public domain (albeit under section 44 and not section 43) and being a few years out of date, i can see no reason not disclose the PERCENTAGE of positive outcomes (evidence of terrorism) of those suspected terrorists searched under section 43 of the terrorism act 2000.

Please answer the second part of my Request under The Freedom of Information Act.

Yours sincerely,

Darryl J Lee (Mr.)
