SECTION 20 orders
Dear Worcestershire County Council,
Could you please answer the following questions with regards to this Freedom of Information Request.
,
1,How many children are currently held on a section 20 order?
2, How many children have been removed off a section 20 order in the last 12 calendar months?
3,Of the children removed from a section 20 order in past 12 calendar months . how many of these children were placed into LA care? ? how many of these cases resulted in children being returned to the care of the Parents?
4, How many children have been placed with an immediate family member such as Grandparents under the kincare clause or a Special Guardianship order in the past 12 calendar months?
5, What is the longest amount of time that a child has been left on a section 20 order without going to Court, ?
please give statistics for the past 3 calender's years?

In order for your request to be considered, please could you clarify the following questions;
Please can you clarify what you mean by "held on a section 20 order". Do you require information about children who looked after under Section 20 of the Children Act 1989?
Please can you clarify what you mean by "removed off a section 20 order". Do you just require information about children who continue to be looked after under a new legal status when the Section 20 ended, and/or information about children who cease to be looked after when Section 20 ended?
Please could you clarify what you mean by "how many of these children were placed into LA care"
Please could you clarify what you mean by "how many of these cases resulted in children being returned to the care of the Parents". Do you just require information about children who have ceased to be looked after and returned to live with a person with parental responsibility, and/or children who remained looked after under a court order granted so that the child could return to live with a person with parental responsibility?
Please could you clarify what you mean by "under the kincare clause". Are you referring to the Childrens Act which gives us a duty to look at family and friends as a first option or something more specific? We record Kinship Care as children who are been placed with "with relative or friend" and don’t split out relatives, would this suffice? If not, please could you confirm which relationship types you require as "immediate family member".
For this question are you just looking for information about looked after children?
Please could you clarify on what you mean by "How many children have been placed with an immediate family member such as Grandparents under … a Special Guardianship order …", as Special Guardianship Orders are not a looked after legal status. Please can you clarify which of the following you require:
• Children who ceased to be looked after and moved to live with a relative on an Special Guardianship Order
• Children who ceased to be looked after and remained living with their former kinship carer on an Special Guardianship Order
• Children who have never been looked after, or weren't looked after immediately prior to living with a relative on an Special Guardianship Order
Please could you clarify if you require information about children who have been accommodated under Section 20 for the longest time on a given date in each of the last three years, i.e. as at reporting year end (31st March), or information about children who have been accommodated under Section 20 for the longest time at the date their legal status changes, i.e. a court order is granted or the child ceases to be looked after.
Please could you clarify if you require information about the length of time between the child being accommodated under Section 20 and the date that Care Proceedings (i.e. court proceedings) started, or the length of time between the child being accommodated under Section 20 and their legal status changing, i.e. a court order is granted or the child ceases to be looked after.

question 1, is regarding where Children are asked to and agree to signing to put there Children into voluntary care.
Question 2, is how many Children have been taken off a section 20 voluntary care, and then Care Proceedings being instigated? via the Family Court arena?
With regards question 3 you are right.
Question 4, How many children were placed back to their birth Parents after being removed from a section 20 of the Children's act 1989.
Question 5, how many children that were on a section 20 voluntary care, how many of these children were placed with a Family Member , under the kincare clause .?
The last question what is the longest time a child has been on a section 20 voluntary care order before instigating care proceedings, please give statistics for the past 3 calendar years?
