The Home Office advise that it is for the Local Authority to determine what 'usually moored' means with regard to the Premises License for Ocean Diva - 22/03097/LAPRE

How did Newham quantify what 'usually moored' meant, to be able to determine that the license application could be made in Newham?

Should a new application be made to Newham, for the Ocean Diva, what criteria will be used to substantiate the application with regard to 'usually moored'?

Will Newham seek clarification criteria of 'usually moored' from the Home Office with regard to any future vessel premises license application?
