I refer to Section 14 of the Middle Level Act 2018 (Commissioners’ duties in relation to boat-dwellers). Please provide the following information:

The report published by the Commissioners setting out what they have done in the first calendar year following the date that the 2018 Act became law to satisfy their duty under Section 14, subsection (1) of the Middle Level Act 2018.

Thank you for your request for information on navigation related matters
which we received on 22nd April 2020.  Your request has been handled under
the Freedom of Information Act 2000 (FOI).
 
The information you requested and our response is detailed below:
 
 
The report published by the Commissioners setting out what they have done
in the first calendar year following the date that the 2018 Act became law
to satisfy their duty under Section 14, subsection (1) of the Middle Level
Act 2018.
 
I note that the whole of Clause 14 has not been quoted.  This reads as
follows:
14
Commissioners’ duties in relation to boat-dwellers
(1)
In the exercise of their functions under and by virtue of this Act
(including the provision of facilities) the Commissioners must have regard
to—
(a)
the interests of individuals who use vessels as their sole residence
(including individuals who do not own or have access to a permanent
mooring); and
(b)
the desirability of safeguarding and facilitating public rights of
navigation.
(2)
In each calendar year the Commissioners must publish a report setting out
what they have done in the previous calendar year to satisfy the duty
under subsection (1).
 
 
The first full calendar year will have been 2019.  The Commissioners will
publish a report by the end of 2020 in accordance with this clause.
 
Information disclosed in response to this FOI request is releasable to the
public. In keeping with the spirit and effect of the FOI, this letter and
the information disclosed to you may be placed on MLC website, together
with any related information that will provide a key to its wider context.
No information identifying you personally will however be placed on the
MLC website if it is placed there.
