Dear North Tyneside Metropolitan Borough Council,
Brandon Lewis Minister of State for Housing and Planning announced the Government’s Affordable Homes Programme will provide 275,000 new homes between 2015 and 2020. With this in mind can you supply the information listed below:
1. Has the requirement for Affordable Housing been assessed in your Local Authority Area?
2. What were the annual targets from 2010-2015 for the provision of Affordable Housing Units in your Local Authority Area?
3. Since 2010 have these annual targets been achieved?
4. Since 2010, on an annual basis, how many housing sites and how many housing units have received planning permission in your Local Authority Area?
5. Since 2010, on an annual basis, how many Affordable Housing Units have received planning permission?
6. Since 2010, on an annual basis, how many Affordable Housing Units have been built out in your Local Authority Area?
7. Since 2010, on an annual basis, how many Affordable Housing units have failed to start on site?
8. Since 2010 how many housing developments requiring the provision of Affordable Housing have had this Affordable Housing provision cut back or removed altogether due to a Financial Viability Assessment submitted by the housing developer?
9. Does your Local Authority have an Affordable Housing and Section 106 Financial Viability Assessment process?
10. Is your Local Authority’s Financial Viability Assessment process publically available?
11. Does your Local Authority engage consultants to assist with validating Financial Viability Assessments?
12. Does your Local Authority use the Government’s District Valuer Service to provide independent validation of Financial Viability Assessments for Affordable Housing?
13. Are Financial Viability Assessments available for inspection by your Local Authority Planning Committee and/or Local Councillors and/or Local Authority Scrutiny Committee?
14. Does your LA have an overage valuation mechanism to ensure value for money is achieved as a result of rising house values and land value uplift?
15. Since 2010 how many housing developments in your Local Authority area have included a Commuted Sum for Affordable Housing?
16. Since 2010 how many Affordable Housing units have been built using Commuted Sums in your Local Authority area?
17. Since 2010 how many Commuted Sums been handed back to Housing Developers in your Local Authority area?

We are unable to process your request because clarification is required.
Q7 Since 2010, on an annual basis, how many Affordable Housing units have
failed to start on site? Please can you clarify which programme it is that
it failed against? Or do you mean the programme lapsed?
The 20 working day timescale for responding to your request is suspended
until we have received further information.
Once you have provided clarification the 20 working day timescale will
resume and your request will then be considered and you will receive the
information requested, subject to the application of any exemptions that
might apply.
If you have any queries in the meantime, please do not hesitate to contact
me.
Please note if no response is received within 90 days the request will be
closed. If clarification is provided after this time we will deal with
this as a new request.
