Second Scottish Independence Referendum?

Dear Prime Minister’s Office,

I know that it is the view of the Prime Minister and the UK Government that the decision surrounding Scottish independence was settled in 2014.

But putting all personal opinions aside and from a purely legal/logistical standpoint if the Scottish Government passed a bill through the Scottish Parliament to hold a second independence referendum would the UK Government enact a Section 30 order to transfer the legal authority to hold such a referendum?

As I said above I know that both the Prime Minister and the UK Government don't believe a second independence referendum should happen. But if the Scottish Government begins the process to hold one would the UK Government allow it or attempt to block it?
