Corporate Information Manager, Tendring District Council

Dear Mr Butcher,

Thank you for your request for information regarding seagull incidents and
costs, which was received on 07/06/22.

Please be advised that the Council does not record the information in the
manner in which it has been requested. The Council does not record gull
management separately to generic bird complaints. Therefore much of the
recorded information held is not specified for gulls. However, a search in
the systems using the term “seagulls” has retrieved 69 service requests
between 2016 and 2022.  Please note that this covers ALL environmental
health areas, and includes a mixture of bird feeding complaints, noise
complaints, waste complaints, nesting on commercial premises / food
premises and other associated complaints where the term seagull was
mentioned.

To provide further details on this would exceed the time limit as set out
in Section 12 of the Freedom of Information Act 2000. This means that the
Council does not have to comply with your request if the cost of doing so
exceeds the ‘appropriate limit’, which for local authorities is 18
hours. This applies to the time taken spent locating and collating the
requested information. The information that has been requested is not
recorded in an easily retrievable format and would involve various teams
in order to collate the data requested.

Please see below the recorded information that is held. Again, please note
that this covers ALL environmental health areas, and includes a mixture of
bird feeding complaints, noise complaints, waste complaints, nesting on
commercial premises / food premises and other associated complaints where
the term seagull was mentioned.

1.      How many complaints involving seagulls/gulls did the council
receive in 2016, 2017, 2018, 2019, 2020, 2021 and 2022*

2016 = 9 / 2017 = 5 / 2018 = 9 / 2019 = 7 / 2020 = 15 / 2021 = 18 / 2022
(up to 14.06.22) = 6

2. How many incidents involved a seagull/gull attacking an individual or
pet in 2016, 2017, 2018, 2019, 2020, 2021 and 2022* 0

3. How much was spent on seagull/gull management in 2016, 2017, 2018,
2019, 2020, 2021 and 2022**? No recorded information held

4. Please give a brief description of the measures taken relevant to
question 3. N/A

5. Does your local authority have a specific fine regime related to
gulls?. If so, please give a breakdown of fines given for feeding gulls in
the years 2016, 2017, 2018, 2019, 2020, 2021 and 2022? No
