Dear Mr Beney,

Thank you for your Freedom of Information request dated 24/1/2019 and I
would like to apologise for the delay in providing you with a response.

We are sorry that, on this occasion, we have not been able to comply with
our statutory duty to respond to you within 20 days. This has been due to
staff shortages along with a backlog of information requests.

However, we are now in a position to provide a response to your request

The Council has considered your request for all correspondence between TDC
and Seaborne Freight since January 2018.

This is a request for documents rather than a request for information,
although it is possible that these documents contain the information you
are requesting.

Could you please rephrase your request as required under section 8 of the
Freedom of Information Act 2000 with a description of the information that
you are requesting.

We do hold copies of correspondence between Seaborne and the council and
even if the present request were to be a valid request it is estimated
that it would take more than £600 to obtain this 'information' having
taken into account the following activities:

o determining whether you hold the information;
o finding the requested information, or records containing the
information;
o retrieving the information or records; and
o extracting the requested information from records.

Given the above I repeat my suggestion that you narrow your request and
explain what information (rather than documents) that you are seeking.
