Dear Dr Marincowitz

Thank you for your call earlier today.

As I explained, the list of schools in the information disclosed to you
only looks at school inspections from 2005 onwards. This is because this
was when the current system for awarding schools an overall effectiveness
judgement of either: outstanding, good, requires improvement (formerly
satisfactory), and inadequate was introduced. Prior to this, the findings
from inspections and their outcomes are not comparable, and in most cases
did not include an overall effectiveness judgement.

In the case of [1]Queen Elizabeth’s School, Barnet – the reason it does
not appear on the list is because for the purposes of your request, it has
not received four or five consecutive outstanding or good judgements as
described by the current inspection framework.

Having conducted a review of our records, it is possible to confirm that
the school received an outstanding judgement at its most recent full
inspection in May 2022 and in [2]the 2008 full inspection. Prior to that,
the school received [3]a full inspection in 2004 - where the inspection
team commented the school’s overall effectiveness as being excellent.

The school was subject to two earlier full inspections in 1998 and 1995.
However, neither inspection gives an overall judgement on the quality of
education and, instead, provides a wider narrative of the quality of
individual elements of school life. The reports use language that describe
elements of the education being provided, such as: in the 1998 report
inspectors state “the school provides an excellent standard of education
for its children in all aspects of its life” and “the teaching seen was
never less than satisfactory. In 85 per cent of lessons, it was good or
better; 44 per cent was very good or excellent”. In the 1995 report,
inspectors comment “examination results at all levels are excellent” and
“teaching is usually thorough, sometimes excellent”. However, as the
reports do not give an overall effectiveness judgement, it is not possible
to state that the school was found to be excellent or outstanding overall.
I attach copies of these earlier reports for your records.

Finally, the school did receive [4]a curriculum visit in 2007. Although
the report found that the school’s provision of music was outstanding,
inspectors only looked at that particular element of the school’s
provision and did not judge the overall effectiveness of the school to be
outstanding.

I hope that you find this information useful and that it clarifies why
Queen Elizabeth’s School, Barnet does not meet the criteria of a school
having four or five consecutive outstanding inspections.

Should you have any additional queries please do not hesitate in
contacting me.

Yours sincerely,

Alastair O’Neill
