Dear Westcliff High School for Girls,
I would like the following information regarding the school uniform single supplier contract:
What is the name, Companies House registration no. and VAT registration number of the company which has the single supplier contract for Westcliff High School for Girls school uniform?
What are the terms of use of school premises for the uniform supplier?
What child protection measures are in place for children visiting the school uniform shop?
How long has the company had a single supplier contract for supply of uniform?
How was the decision reached to award a single supplier contract?
Could I please have copies of all the proposals for other applicants for the contract and details of how proposals were invited from other applicants.
Does the supplier have, or has it ever had, any connection with the school?
How often does the school run tender competitions for the contract?
How does the school invite applications for tender?
Please can I have copies of all tenders submitted for the most recent tender competition, including that of the current supplier.
When inviting tender for the contract, does the school offer use of school premises on the same terms as the current supplier?
When is the next tender competition for the contract scheduled and how will applications be invited?

I think you misunderstand the running of the school uniform shop here.
We employ a member of staff to run the school uniform shop here and buy
our stock from a number of suppliers .
Our purchases are continually under review for best value for money.

Please can I see a copy of the job description and the skills/experience applicants were required to have when the current employee was recruited.
How many applicants were there?
What was the recruitment procedure?
For accounting purposes, how is the employee's salary classified/budgeted for?

I am writing to request an internal review of Westcliff High School for Girls's handling of my FOI request 'School uniform single supplier contract'.
I am not happy with being refused the majority of the information on the basis that it is not recorded. In particular, I believe the following responses to be implausible:
The position does not have a job description. All positions should have a job description.
There is no written record of how prices charged to parents are calculated. I would have thought that this would be essential for accounting purposes and transparency. Obviously prices have to be calculated on a regular basis, so what would be the reason for destroying all record of this?
That there is no record of who reviews prices and how often. This would indicate that there is no set procedure for doing so and that, if challenged, the school could not evidence that it had ever done so.
There is no record of how the supplier for the new school skirt was selected. There must have been correspondence regarding specifications of the skirt and quotations for the contract. Was this destroyed?
I also found the answer to how the salary is classified unsatisfactory, although perhaps I was not specific enough with my question. Clearly it is salary - what I want to know is specifically what area of the budget the salary comes from. It would not come from the teaching budget, for example.

I only started here in June, so I cannot say what happened earlier.
I agree that there should be a job description but there is not one on the
employee's HR file. I am afraid I cannot create information to satisfy
your request
You are correct that your question on classification was not clear and
specific. The shop manager's salary is classified under the salaries
section of the nominal ledger - ledger code Admin Assistants Pay.
There is no recorded information on how prices are reviewed and how often
or how suppliers are selected. Unfortunately I suspect that many schools
do not keep written records of how day to day decisions are made,
especially ones that happened some time ago and also suspect that much
information is in people's heads (and therefore not subject to FOI)
I know you do not have to tell me why you require the information but if
you were to do so then it would be appreciated. Please feel free to give
me a call to discuss if you want.
