School Supply Spend 08/09 and 09/10 Epsom and Ewell

The request was partially successful.

Dear Surrey County Council,

I am interested in the amounts paid by each school in
Epsom and Ewell to third parties in relation to temporary
staffing cover. My hope is to receive an electronic breakdown of
amounts paid through the department's purchase ledger by school.

Notes:
1. I would like the information in electronic format. This should
avoid any printing cost issues.
2. In order to avoid your having to collate information from
peripheral systems, I am willing to accept information only from
your main system (I would like you to advise which system this is).
By main system I mean the system that handles the largest part of
the department's expenditure. If supplier payments are made through
separate systems, then I would like you to choose the main system
for each.
3. The information I require for each school is: School Name;
Supplier name (if available) and total amount paid.
4. I would like the information to cover the years 2008/9 and
2009/10.

Yours faithfully,

Cordelia

RE: YOUR REQUEST 06004 UNDER THE FREEDOM OF INFORMATION ACT 2000

We have considered your request which was for the amounts paid by each
school in Epsom and Ewell to third parties in relation to temporary
staffing cover and to receive an electronic breakdown of amounts paid
through the department's purchase ledger by school.

need to approach individual schools for this. Maintained schools and
other educational institutions are separate public authorities under the
Freedom of Information Act, and are responsible for responding directly to
requests for information. There is a database listing all Surrey schools
at www.surreycc.gov.uk/schools.

queries regarding our response. Remember to quote the reference number
above in any future communications.

If you are unhappy with the handling of your request for information and

Dear Mary Elliott,

Thank you for your response. The information we have requested is provided to you under the "Consistent Financial Reporting Regulations 2003" – please see this link for your reference. http://www.education.gov.uk/schools/admi...

The Regulations require schools to provide the authority with a financial summary each year of all expenditure. The details I would like to obtain are those under the CFR headings E02 (Supply Teachers), E08 (Indirect employee expenses), E10 Supply Teacher Insurance and E26 (Agency Supply Staff).

Yours sincerely,

Cordelia

Further to my email dated 15 April 2011, I am now able to supply the
following information.

I am attaching details of school CFR data against E02/E08/E10/E26 but we
cannot supply details of suppliers because schools pay their invoices
locally and only report to us the total sum spent each month against
individual cost elements They do not need to advise us of individual
suppliers and therefore they do not do so That information would only be
held in individual schools' local accounting systems We are able to
identify how much of the cost is paid directly to teachers via payroll for
those schools which use Surrey Payroll but that is as far as we could go
in identifying suppliers.

We have attached an extract from the summarised school CFR returns from
2008/09 and 2009/10 Please note that E02 and E26 concern (or should
concern) supply teaching staff only and not all temporary staff The
accuracy of the coding will be a matter for individual schools Please
also note that the costs on E02 and E26 will,be partly offset by income
from supply cover insurance (CFR category I10) and therefore the total of
E02 and E26 plus E10 (insurance charges) will give a distorted view of
supply cover costs

Regards

Mary Elliott
