School Streets Initiatives
Dear Surrey County Council,
Please could you tell me:
a) How many School Streets there are currently in your local authority area?
b) How much has been spent on School Streets initiatives in the last three financial years?
c) How many school streets are currently in planning phase (for example, plans have been drawn up or budget has been bid for, for example, via the DfT's Emergency Active Travel Fund)?
For the avoidance of doubt, a School Street is a road outside a school with a temporary restriction on motorised traffic at school drop-off and pick-up times. The restriction applies to school traffic and through traffic. Local authorities have powers to use traffic management orders to turn a road outside a school into a pedestrian and cycle zone.

Please find attached our response to your request using your numbered
points.
a) How many School Streets there are currently in your local authority
area?
There are currently no School Streets within Surrey provided by the local
authority.
b) How much has been spent on School Streets initiatives in the last three
financial years?
There have been no School Streets initiatives so therefore no budget has
been spent.
c) How many school streets are currently in planning phase (for example,
plans have been drawn up or budget has been bid for, for example, via the
DfT's Emergency Active Travel Fund)?
We are currently looking to pilot a School Street at one school location
on the west of our county, there are no plans or budget allocated to this
at present. We do have a number of proposals which could be considered for
the DfT Emergency Active Travel Fund, however these are prioritised
alongside other highway schemes and measures. The introduction of School
Streets will depend upon enforcement being provided to ensure that
vehicles are deterred from entering the school street during the
restricted times. At the present time local authorities outside London do
not have the powers to enforce such moving traffic offences and
enforcement can only be undertaken by the police, who are not able to
recoup the fines and do not have the resource to provide this enforcement.
Therefore the introduction of these school streets will depend upon the
local authority being given the power to provide this enforcement. The
Secretary of State has recently indicated that he will be giving local
authorities these powers. We therefore envisage that enforcement would be
provided by the District and Borough's civil parking enforcement teams,
and that this would be facilitated through the use of ANPR cameras. This
would require the agreement of the District and Boroughs.
