I'd like to make a request under the Freedom of Information Act for the following information:

1. The funding allocated to each Primary, Secondary, Through and Special School for the financial years 2016-17, 2017-18, 2018-19 and 2019-20, broken down by each individual formula element.

2. The school funding formula for your local authority (i.e. the detailed explanation/analysis of the formula).

3. The actual budget outturn for each Primary, Secondary, Through and Special School for the financial year 2018-19, together with the projected budget outturn for 2019-20, 2020-2021 and 2021-22.

4. The projected pupil numbers for each Primary, Secondary, Through and Special School for the years 2019-20, 2020-2021 and 2021-22.

For avoidance of doubt, I am making this request under the Freedom of Information Act. I await your response within 20 working days.

Thank you for your Freedom of Information request that we received on the
6^th of June 2019.

 

Your request has been forwarded to the relevant officer who has now
provided a response as follows:

 

1. The funding allocated to each Primary, Secondary, Through and Special
School for the financial years 2016-17, 2017-18, 2018-19 and 2019-20,
broken down by each individual formula element. 

I have attached the Section 52 budget returns for years 2016/17 to
2019/20.  Please note this information is readily available on the Welsh
Government Website.  I have also attached the schools funding formula
document for 19/20 so that individual formula elements can be identified
for 19/20.

I am unable to break down the formula over the four years by each
individual element as the time to do this would exceed 18 hours. I am
therefore applying the Section 12 exemption,

 

2. The school funding formula for your local authority (i.e. the detailed

3. The actual budget outturn for each Primary, Secondary, Through and
Special School for the financial year 2018-19, together with the projected
budget outturn for 2019-20, 2020-2021 and 2021-22.

The actual budget outturn for each school for the 18/19 financial year
will form part of the section 52 actual return for 18/19 which is due to
Welsh government on July 31^st 2019.  This information will be ready in
August.

 

4. The projected pupil numbers for each Primary, Secondary, Through and
Special School for the years 2019-20, 2020-2021 and 2021-22.

See attachment for projected pupil numbers for January 2020.  We do not
have a document showing projections for January 2021 onwards for all
schools.

 

We have considered your request in relation to question 1 and have
estimated that the cost of complying with the extraction of the
non-standard report data will exceed £450.  We have made this calculation
in accordance with Regulation 4 of the Freedom of Information and Data
Protection (Appropriate Limits and Fees Regulations) 2004 and we note
under Section 12 of the Freedom of Information Act we are not obliged to
comply with your request for information if we estimate that the total
cost of complying would exceed the appropriate fee limit. This calculation
is based on an estimate that the act of compiling the information required
would exceed the appropriate limit and be an unreasonable burden on
council resources. 

 

This letter is therefore a formal refusal notice under section 17(5) of
the Act for the non-standard report data.
