School funding in Carmarthenshire
Dear Carmarthenshire Council,
I'd like to make a request under the Freedom of Information Act for the following information:
1. The funding allocated to each Primary, Secondary, Through and Special School for the financial years 2016-17, 2017-18, 2018-19 and 2019-20, broken down by each individual formula element.
2. The school funding formula for your local authority (i.e. the detailed explanation/analysis of the formula).
3. The actual budget outturn for each Primary, Secondary, Through and Special School for the financial year 2018-19, together with the projected budget outturn for 2019-20, 2020-2021 and 2021-22.
4. The projected pupil numbers for each Primary, Secondary, Through and Special School for the years 2019-20, 2020-2021 and 2021-22.
For avoidance of doubt, I am making this request under the Freedom of Information Act. I await your response within 20 working days.

I refer to your request for information, which was received on 11^th June,
2019 and has been dealt with under the Freedom of Information Act 2000.
The specific information you requested was as follows:
1. The funding allocated to each Primary, Secondary, Through and Special
School for the financial years 2016-17, 2017-18, 2018-19 and 2019-20,
broken down by each individual formula element.
2. The school funding formula for your local authority (i.e. the detailed
explanation/analysis of the formula).

In response, please refer to the published Section 52 budget and out-turn
statements that are available on the Carmarthenshire County Council
website. Please note, the budget statement for 2019-20 will be available
on the website shortly and the out-turn statement for 2018-19 will be
available following the completion of the Authority's annual audit of

In terms of the projected budget out-turn, we are unable to provide
forecasts as the data we have is for management information only and not
publicly available.
Please also find attached the pupil projection figures based on January
PLASC 2018 figures for Primary and Secondary schools. We do not have any
through schools and we do not undertake this exercise for special schools.
Under Section 21 of the Act, a public authority is not obliged to provide
information which is already reasonably accessible to the applicant by
other means, which in this case is via the website as set out above.
As I am in effect refusing to provide some of the requested information on
the basis that it is already published, please consider this email to be a
formal notice of refusal as required by Section 16 of the Act.

been dealt with, you have the right to make an appeal in the first
