School funding in Caerphilly

Dear Caerphilly County Borough Council,

I'd like to make a request under the Freedom of Information Act for the following information:

1. The funding allocated to each Primary, Secondary, Through and Special School for the financial years 2016-17, 2017-18, 2018-19 and 2019-20, broken down by each individual formula element.

2. The school funding formula for your local authority (i.e. the detailed explanation/analysis of the formula).

3. The actual budget outturn for each Primary, Secondary, Through and Special School for the financial year 2018-19, together with the projected budget outturn for 2019-20, 2020-2021 and 2021-22.

4. The projected pupil numbers for each Primary, Secondary, Through and Special School for the years 2019-20, 2020-2021 and 2021-22.

For avoidance of doubt, I am making this request under the Freedom of Information Act. I await your response within 20 working days.

FREEDOM OF INFORMATION ACT 2000 - INFORMATION REQUEST

 

Thank you for your request for information received on 6th June 2019. We
have considered your request and enclose the following information :-

 

1.    The funding allocated to each Primary, Secondary, Through and
Special School for the financial years 2016-17, 2017-18, 2018-19 and
2019-20, broken down by each individual formula element.

 

Spreadsheet attached above (FOI 19-0846 Outturn) contains formula
allocation details as requested.

 

2.    The school funding formula for your local authority (i.e. the
detailed explanation/analysis of the formula).

 

Word document attached above provides the narrative overview of the
formula.

 

3.    The actual budget outturn for each Primary, Secondary, Through and
Special School for the financial year 2018-19, together with the projected
budget outturn for 2019-20, 2020-2021 and 2021-22.

 

Spreadsheet attached above (FOI 19-0846 Outturn) includes the balances
position for each school as at 31.03.19. Identifies the cumulative
balances position at a point in time. This position is subject to the
Authorityâ s 2018-19 audit of the accounts.

 

To advise no details are provided with regards to future year projections
at individual school level.  This information is refreshed in regular
budget monitoring meetings with our 86 schools and can change between
meetings for numerous reasons (e.g. grant funding / pupil numbers / budget
strategy at Welsh Government & or Local Authority level). Schools have
just set their 2019-20 budgets and we are very early in the meetings cycle
to be able to provide this information. We also need to be mindful that
there are potential sensitivity issues around future budget projections at
school level.

Special School for the years 2019-20, 2020-2021 and 2021-22.

requested.
