I am not sure if the fact that some Schools are Academies will influence the data you have requested. It might be worth looking into?

Thanks for taking the time to add an annotation Mr Ratchford.

Local authorities have a statutory duty under the Education Act 1996 to make arrangements to enable them to establish the identities of children in their area who are not receiving a suitable education.

Children who attend schools - whether they be run by the local authority or an academy trust or independently - it is assumed, are receiving suitable education.

The duty applies in relation to children of compulsory school age who are not on a school roll - for example their education may be provided at home or in alternative provision.
