School agency staffing spend request

Sarah McGuire made this Freedom of Information request to Oxfordshire County Council

This request has been closed to new correspondence from the public body. Contact us if you think it ought be re-opened.

The request was successful.

Dear Oxfordshire County Council,

I am interested in the amounts paid by each school in Oxfordshire Council's area to third parties in relation to temporary teaching staffing cover.

I would like to receive an electronic breakdown of amounts paid through the department's purchase ledger by school to agencies supplying temporary cover.

I would like the information to cover the years 2013 / 2014.

Notes:

1. I would like the information in electronic format.

2. In order to avoid your having to collate information from
peripheral systems, I am willing to accept information only from
your main system.

3. The information I require for each school is: School Name;
Supplier name and total amount paid.

Yours faithfully,

Sarah McGuire

Dear Sarah McGuire

Thank you for your request of 23rd July in which you asked for information
about agencies supplying temporary cover to schools.

Please see our response below and attached.

The information for 2013-14 is still subject to audit. We cannot confirm
that schools have posted the entries correctly in the CFR categories
requested.

Please note that Oxfordshire County Council does not hold the information
for academies after conversion and as such we are unable to answer your
enquiry.

However, the information you have requested is held by each school
individually.

I have attached a link below that gives you the contact details of the
schools in Oxfordshire.

[1]http://www.oxfordshire.gov.uk/cms/school...

The extract shows the information by CFR categories E02 and E26 as
requested. It also shows internal journals posted to or from these
categories by schools, but we do not know from SAP what the reasons are
for individual journals.

There are also one or two small entries which do not appear to relate to
agency supply, but the reasons for this would need to be confirmed with
individual schools.

There are several redacted fields in the attached document which are the
names of individuals. This information is exempt from disclosure under
section 40(2) of the Freedom of Information Act 2000 which provides that
information is exempt from disclosure if it constitutes the personal data
of someone other than the applicant and disclosure would satisfy one of
two conditions. In this case, the relevant condition is the first
condition which is that disclosure would contravene any of the data
protection principles as defined in the Data Protection Act 1998.

Specifically, the council considers that the first data protection
principle would be breached; namely that disclosure would not be fair or
lawful because the persons would have a legitimate and reasonable
expectation that their personal information would remain confidential.
The harm to the individuals outweighs any public benefit from disclosure.

The type of school is identified by the DfE number series: 9311xxx =
Nursery Schools; 9312xxx, 9313xxx, 9315200 = Primary Schools; 9314xxx =
Secondary Schools; 9317xxx = Special Schools
