School agency spends
Dear Rhondda Cynon Taff Council,
I am interested in the amounts paid by each school in RCT LEA to third parties in relation to temporary agency staffing cover. My hope is to receive an electronic breakdown of amounts paid through the department's purchase ledger by school.
Notes:
1. The information I require for each school is: School Name;
Supplier name and total amount paid.
2. I would like the information to cover the year 2011/12

Further to your Freedom of Information Request in respect of spending on
supply staff for schools, the information contained in the attached
spreadsheet relates to payments made by the Local Authority only. Some
Secondary and Primary Schools also have their own bank accounts,
therefore to have an accurate and true reading of supply teaching costs,
you will have to contact the governing bodies of the schools directly
who are, as you may be aware, separate public bodies for the purposes of
the Freedom of Information Act 2000 (the Act). A list of those schools
is attached.
With regard to the spend with each Agency, we feel that this is exempt
information under Section 43 of the Act which deals with prejudice to
commercial interests.This is a qualified exemption and we have therefore
applied the public interest test. In making this decision we have
weighed such factors as the Council's desire to be open and transparent
in all its dealings against the need to ensure that it is able to
contract openly in the market.
Accordingly, insofar as this element of your request is concerned and in
accordance with Section 17 of the Act this e-mail acts as a Refusal
Notice. As you may be aware you have a right of appeal against this
decision. If you wish to exercise this right please set out in writing
your grounds and send your appeal to the Council's Corporate Feedback
