I would like to find out the amounts paid by each school/nursery/education provision in Northumberland, in relation to temporary staffing cover (Teachers, Cover Supervisors, Unqualified Teachers, Teaching Assistants, Nursery Nurses, Exam Invigilators, Caretakers, School Administrators, Lunchtime Supervisors) from 6th April 2018 to 5th April 2019.
My hope is to receive an electronic breakdown (in excel) of the amounts paid by each school (Nursery, Primary, Secondary and SEN schools and alternative education provisions). The information I require for each school is: School, name, amount spent, and the company this money was paid to.

FREEDOM OF INFORMATION ACT REQUEST
I refer to your Freedom of Information request in relation to amounts paid
by each school/nursery/education provision in relation to temporary
staffing cover.
Right of Access
Section 1(1) of the Act provides any person making a request for
information to a public authority is entitled.
(a) to be informed in writing by the public authority whether it holds
information of the description specified in the request (which Section
1(6) of the Act designates as the "duty to confirm or deny"), and
(b) if that is the case, to have that information communicated to him.
The right is to obtain access to the information itself and not to the
document or record which contains it.
The Act creates a general right of access to information held by public
authorities subject to various exemptions.
Northumberland County Council confirms that it holds the information you
have requested, please see the attached/following information in response.

If the Supplier name is either blank or NULL, then the school have paid
these invoices directly via their own bank account and not through the
LA. Schools will need to be contacted directly for this information.

Dear Northumberland County Council,
Upon looking through your attachment, i believe it is incorrect. I work for First Class Supply and Training and i have cross referenced your data and i have found the following:
- 11 schools have First Class Supply and Training in their spend but we haven't worked with those particular schools
- There is another 11 schools that have First Class Supply and Training in their spend, however these schools have not worked with First Class Supply during the time i stated in my request.
Are you able to take a second look at my request?

Hi Jemma
Thanks for the telephone conversation earlier today and as discussed
please find attached an updated return which I hope will meet the
requirements of your follow up enquiry.
Can I also thank you for your agreement to extend the response beyond the
deadline due to my own availability and that of key personnel whom I have
been liaising with.
As you are already aware, the initial response was incorrect and - this
was due to pulling data from 2 different systems and the individual
transaction lines not being aligned correctly.
I can confirm that following your request for an internal FOI review of
your original request and the anomalies that you highlighted to NCC in
relation to the in formation you were originally supplied with;
* All of the schools that you stated First Class Supply have not worked
with, either at all or since 2017, no longer have any First Class
Supply invoices against them.
* From the list of schools that First Class Supply have worked with,
the following are now Academy schools and are no longer part of NCC
1. Abbeyfields First School
2. Dr Thomlinson C of E Middle School
3. Harbottle C of E VA First School
4. Hexham Middle School
5. Morpeth Chantry Middle School
6. Morpeth Newminster Middle School
7. Queen Elizabeth High School
8. The King Edward VI School
9. Thropton Village First School
* NCC can confirm that the following schools pay invoices direct via
their Local Bank Account and therefore the individual transactions do
not appear with a supplier name in the LA's accounting system making
it impossible for the suppliers details to be provided and screened.

2. Barndale House School
3. Haydon Bridge Community High School and Sports College
4. Shilbottle Primary School
5. Swarland Primary School
6. Tweedmouth Prior Park First School
* In addition;
1. Ashdale School is not a school in it's own right, it is an annex to
The Dales Schools, therefore all invoices relating to this site are
included in the totals for The Dales.
2. Nunnykirk Centre for Dyslexia is a Non-Maintained Special School and
is not part of NCC
3. Southfield Day Nursery is a private provider and not part of NCC
4. Warkworth C of E Aided Primary School - NCC are unable to find any
First Class Supply invoices recorded against this school, against any
code, on our systems.
5. All other schools on the list not already mentioned above now have
First Class Supply invoices against them.
I hope that the revised spreadsheet and email content provides the
information you require and can I apologise that NCC were unable to
provide a more complete response to your original request due to
compatibility of the two recording systems.
I would be grateful if you could provide confirmation of receipt and
advise as to whether the information provided as part of the FOI review
has met your requirements.
