Schools within Walsall, dependent on the type of school, will either
receive their funding directly from central government, or will have a
delegated budget for the school and are therefore responsible for
determining how to utilise this funding and for retaining a record of
costs / invoices relating to that expenditure.
As such the information that is being requested is not actually owned by
the council (and while some, but not all, maintained schools do utilise
the councils financial system, and report to the authority at the end of
each financial year, for Section 251 Outturn statements, the details of
spend for their school, this only requires that the school report a total
spend for the financial year, and the information is not broken down into
the detail requested), the data owner would be the individual schools
themselves.
In order to obtain accurate information on spend made by schools on
temporary staffing this request should be directed to each school within
the Walsall Area who own and would be able to provide the information
requested.
