School admissions and oversubscription 2020

We're waiting for Mike Thompson to read recent responses and update the status.

Dear North Yorkshire County Council,

Please could you provide me with the following information relating to school admissions for every primary and secondary state school or state school site within your local authority on national offer day 2020:

1. The name of the school or school site

2. The DfE number or URN of the school

3. The Published Admissions Number of the school in that year

4. The total number of times the school was listed as a preference

5. The total number of offers made

6. The number of offers made to siblings of existing pupils

7. The number of offers made under any proximity or distance oversubscription criterion

8. The name of the admission criterion under which the last successful applicant was admitted, e.g. "Distance"

9. The home-to-school distance and unit of measurement (and whether this measurement was straight line or walking distance) of the last successful applicant, where distance was used to prioritise this last place

10. Whether the school was oversubscribed in that year

Please always list the school or site, even if there is little admission information available.

As I understand it, this information is normally recorded as a dataset, so it would be great if your response could include the data in an electronic, reusable format such as Excel or CSV, as required by section 102 of the Protection of Freedoms Act 2012.

I am asking for this in order to supplement a website I have created to help parents find out more about schools near them, in particular admission results. You can see it here: http://admissionsday.co.uk.

Please do email me or call me on the number below if you wish to discuss this request, particularly if there are any issues or complications that could lead to a refusal.

Thanks in advance for your time in putting this together, particularly at this difficult time.

Yours faithfully,

Mike Thompson

Dear Mike

Please see below for North Yorkshire County Council’s response to your
Freedom of Information request dated 6^th June 2020.

I can confirm that we do hold this information but unfortunately it is not
in an easily retrievable format nor is there an automated mechanism that
would allow us to easily collate the requested data. The council would
have to format, source and collate all the information as it is not all
held in one place. We have begun Q1-3 and so far this has taken a total of
15hrs. The data for answering Q4-10 is held on 2 spreadsheets, both which
will need filtering down by school to obtain the records. We estimate that
it is taking 2minutes per school to obtain the information and with 266
schools left to do, we estimate that this will take another 8.8hrs. 266
schools x 2mins per school = 532 mins /60 mins = 8.86 hrs left which
should be added to the 15 hours already used = giving a total of 23.86 hrs

Section 12 of the Freedom of Information (FOI) Act 2000 states that the
Council is not obliged to comply with a request for information if the
authority estimates that the costs of complying with the request would
exceed the appropriate limit. The Freedom of Information and Data
Protection (Appropriate Limit and Fees) Regulations 2004 has set the
appropriate limit as £450, based on a charge at £25 per hour.

The appropriate limit equates to one person spending 18 hours on the
following actions:

• determining whether the Council holds the information requested, and
• locating, retrieving and extracting the information requested.

Unfortunately the large amount of work required to respond to your
request, as described above, would exceed this limit. Consequently the
Council is not obliged to respond to your request.

If you are able to narrow the scope of your request, we would be happy to
consider whether we could respond to a revised request in under 18 hours].
Any reformulated request will be treated as a new FOI request.

Please find attached the Council’s appeals procedure for your information.

Please remember to quote the reference number above in any future
communications.

Kind Regards,

Jessica
