Dear Historic Buildings and Monuments Commission for England,

I would like to make a request under the freedom of information act for a dataset in spreadsheet or csv form detailing each Scheduled Ancient Monument, the English Heritage region it falls under, the date of its last inspection by English Heritage and the date of its next scheduled inspection.

I would also like to know how many staff you currently have conducting inspections and the rate at which those inspections are carried out on average, ideally broken down by region.

I would prefer to receive this information electronically.

If one part of this request can be answered sooner than others, please send that information first followed by any subsequent data. If FOI requests of a similar nature have already been asked could you please include your responses to those requests.

If you need any clarification then please email me. Under your section 16 duty to provide advice and assistance I would expect you to contact me if you find this request unmanageable in any way so we can negotiate how best to proceed.

Thankyou for your prompt reply. Unfortunately there seems to have been a slight misunderstanding in my request. In part 1 I am specifically talking about repeated regular inspections of all scheduled monuments, not the initial act of scheduling itself. It was my understanding that these took place. Please can you answer part 1 with this in mind?

Part 1 was:

Thank you for your email.  I have now looked into the points that you
raise in it and can give you the attached documents..  

 

The attached spreadsheets contain records of visits to Scheduled Ancient
Monuments by our monitoring staff, broken down by locality.  While I hope
you find them useful you should note that as many sites are visited in the
course of other advice and grant work, which are not recorded in a central
database, they are not comprehensive.  I cannot provide you with the date
for next inspections for each of the monuments listed in the attached
spreadsheets because this information is not held by English Heritage. 

 

You also ask two additional questions: which I will answer outside of the
Environmental Information Regulations (‘the EIR’) - under which I have
given you the attached spreadsheets and answered your request for the next
inspection date - as they are general questions, not requests for recorded
information:

 

a) Do all Scheduled Ancient monuments receive regular inspections
from English Heritage? 

No, all scheduled monuments are not regularly inspected by English
Heritage. Monitoring regimes are prioritised according to the management
needs and vulnerability of different sites and types of site. We use our
Heritage at Risk programme to inform this prioritisation, focusing
resources on sites on our Register and where the condition of the monument
is actively declining.

 b) If the answer to a) is yes, how often do those visits happen?
Not applicable

c) If the answer to a) is no, does this mean some sites can go many years
without an official check on its condition?  Yes, some sites can go many
years without a monitoring visit. However, others apart from English
Heritage, such as owners, neighbours, voluntary groups and local authority
archaeological services also visit sites and asses condition. Some sites
are monitored using aerial photography. It is also the case that some
types of monument are more stable and so less prone to changes in their
condition than others. 

 We cannot provide a date of next inspection for each of the sites.
