Schedule of Roads, by ward, that are no through because of traffic regulation

The request was successful.

Dear City of York Council,

1) Can you provide a schedule of every road in the city where you have installed barriers/TROs so they cannot be used as through routes a) permanent b) temporary by Ward if possible and by date of the TRP please eg Vyner Street, Fountayne Street or St Benedict Road. No need to include the city centre foot streets.

2) Can you provide a schedule of residents & permits only access eg Victoria Bar

If (1) and (2) could also be mapped for everyone to understand that would be a bonus.

3) please also provide a schedule of roads since April 2011 that have been changed from 2 way to one way

The purpose of this is to make clear the number of areas across the city already benefitting from banning through traffic and to provide a base line.

Ic this needs clarification pl advise

Yours faithfully,

Gwen Swinburn

Dear Ms Swinburn,

Please see below the response to your enquiry under the Freedom of
Information Act (FOIA) or Environmental Information Regulations (EIR).

You have requested the following information.

1) Can you provide a schedule of every road in the city where you have
installed barriers/TROs so they cannot be used as through routes a)
permanent b) temporary by Ward if possible and by date of the TRP please
e.g. Vyner Street, Fountayne Street or St Benedict Road. No need to
include the city centre foot streets.

Response:
We do not hold the data in the formats requested.
From a review of the York Traffic Management Order and other known
schemes, the following streets have been identified as subject to “no
through route” restrictions (TROs), supported by barriers (bollards, other
physical measures, or ANPR cameras). This list does not include the
footstreets area and is not exhaustive.

* Aldwark
* Beech Grove
* Bright Street
* Carl Street
* Cherry Street
* Dale Street
* Ebor Street
* Eldon Street / Neville Street / Neville Terrace (temporarily removed
as part of The Groves Low Traffic Neighbourhood Trial)
* Fishergate Bar/George Street
* Fountayne Street
* Friar’s Walk
* Front Street, Acomb
* Garden Street
* Hanover Street East/West
* Howe StreetHuntington Mews/White Cross Road
* Jorvik Close/Celtic Close
* Kingsway West
* Lovell Street
* Low Green – Merchant Way, Copmanthorpe
* Low Poppleton Lane (bus lane, ANPR camera enforcement in place)
* Lower Priory Street
* Malton Way
* Manor Drive South/North
* Marygate Lane
* Milner Street
* Moss Street
* Muncastergate
* Nunthorpe Grove
* Paver Lane
* Panman Lane – A166, Holtby
* Rainsborough Way
* Regent Street
* St Andrewgate
* St Benedict Road
* Scarcroft Lane
* School Street
* Stamford Street East/West
* Stuart Road
* Tanner’s Moat
* Templemead / Byland Avenue
* Thief Lane
* Thorn Nook
* Victor Street
* Vyner Street
* Wellington Street
* Wilberforce Avenue
* Windmill Lane
* Woolnough Avenue

Bollards installed/maintained by the Council are mapped in YorkView. This
map is available here: [1]http://localview.york.gov.uk/
The data on bollards is accessed by selecting “Street Care” and then
“Bollards” in the Layer List. This includes bollards used to enforce
traffic restrictions as well as other bollards installed for other reasons
(for example verge protection).
For some closures however, the bollards or posts are not included in the
mapped data (see for example the Vyner Street closure which is identified
as “posts” on the map).

2) Can you provide a schedule of residents & permits only access eg
Victoria Bar. If (1) and (2) could also be mapped for everyone to
understand that would be a bonus.

Response:
There are many restrictions in place where streets are signed as “for
access only” but this is not enforced by barriers or physical measures,
with the exception of Victoria Bar.

3) Please also provide a schedule of roads since April 2011 that have been
changed from 2 way to one way

Response:
We have only identified the following:

* Fordlands Road, change due to the new road layout; and
* The streets in The Groves due to the low traffic neighbourhood trial
(temporary arrangements under the Experimental TRO).

If you are dissatisfied with our response you have the right to ask for an
independent review of how your enquiry was handled and responded to. This
can be done by contacting us at [2][City of York Council request email]
