Dear Charity Commission for Northern Ireland,

The Charity Commission NI purported to convene for the first time, a committee convened to schedule 1 CANI 2008 on the 3rd June 2019.
However, the minutes of your board meeting (CCNI) dated 27th June 2019, refer to minutes of meetings of this committee dated the 22nd May 2019 and "not to publish the minutes from the Schedule 1 Committee and to an amendment to the Terms of Reference...….. proposed by Gerard McCurdy and seconded by Kieran Donaghy".

Section 9 (4) of CANI 2008 states: "in performing its functions the Commission must, so far as relevant, have regard to the principles of best regulatory practice (including the principles under which regulatory activities should be proportionate, accountable, consistent, transparent and targeted only at cases in which action is needed".

1. Given the heightened public interest (and the recent High Court judgement) in how the regulator takes statutory decisions, please publish the minutes as recorded, or otherwise state how a decision not to publish is in the public interest.

2. Please publish the "terms of reference" for the Committee as amended on the 22nd May.
