Thank you for your FOI request received by the FOI office, requesting information on the 'referral' of
companies into the PPE 'High Priority Lane, against each of the six suppliers; Hotel Logistics Ltd, Ideal
Medical Solutions, Invisio, Rehear Labs, Sanaclis and Summit Medical.
Three out of the six suppliers you listed have a confirmed ‘Actual Referrer’ as per the
web link you
provided. These are:
• Invisio Ltd (referral: PPE Buy team).
• Sanaclis (referral: Andy Wood, Cabinet Office).
• Summit Medical Ltd (referral: Direct approach).
Your request has been handled as a request for information under the Freedom of Information Act
2000 and we are able to provide a reply to your request. Supply Chain Coordination Limited (SCCL)
response is below in blue to the questions you raised.
Q1. The name of any third party, MP, Peer, or Minister who referred these companies to the SCCL?
SCCL does not hold this information as the suppliers listed above were not referred to SCCL by any
third party, MP, Peer, or Minister.
Q2. SCCL are named by the DHSC as the 'source of referral' please can you confirm who the SCCL
than referred these offers too within government? i.e. the name of any Minister, MP, Civil Servant, etc.
Following the outbreak of the pandemic, many suppliers contacted SCCL with offers to supply
products. The suppliers listed above were part of a larger list sent to Baringa, a management
consultancy, who as we understood would be sending the list to the Cabinet Office. At the time SCCL
had no knowledge that information was being sent for any PPE High Priority Lane.
If you are dissatisfied with this response, you may request an independent internal review of our
handling of your request by submitting a complaint within two months to the postal or e-mail addresses
above, quoting the reference number above. If you ask for an internal review, it would be helpful if you
could say why you are dissatisfied with the response.
As part of any internal review the handling of your information request will be reassessed by a member
