I recently made this request to the College of Policing

‘…On 16th December 2012 at 17.11 Mr Phelps sent an email to HMICS which
included a synopsis of a report comparing the SCC and ELP

Could I please have a copy of that report…’

They have replied that they do not hold the requested information and suggest that you (HMIC) do?

I have pointed out that the email was addressed to your Scottish counterpart but I got the same response again

(SCC = Senior Command Course and ELP was the perceived equivalent provided by the Garda)
