Dear Public Health England,
On 4 April 2020, the UK Government's Department of Health and Social Care published a report entitled "Coronavirus (Covid 19) Scaling up our testing programmes."

At page 12 this described:

"Pillar 4:
Surveillance testing to learn more about the disease and help develop new tests and treatments
1.26 Since the end of February, we have established a national surveillance programme for population blood testing, using a high accuracy antibody test operated by Public Health England at Porton Down, to find out what proportion of the population have had the virus."

Please provide the anonymised raw data from these tests and their results indicating in particular the date of the test, the location and the result.
Please provide details on the test used including any sensitivity or specificity data concerning the test.

Please provide copies of any other studies or pre-prints or papers originating from this data produced by staff at Porton Down.

Please provide any data held by PHE concerning the predicted level of SARS-CoV-2 antigens in the population (over time) within regions in England including London.

Public Health England (PHE) is responsible for providing guidance and advice to government and front-line services for all aspects of public health.  It is a designated Category 1 responder organisation under the Civil Contingency Act and this specifically includes the COVID-19 response, providing clinical expertise and wider public health advice and guidance across national and local government, the NHS and third sector.  As such, you may experience delays when making statutory information access requests during the pandemic.

We will aim to address all requests promptly and within the required response timeframes.  However when we are unable to meet the response timeframe we will keep requesters updated on a revised expected timescale for a response to their request.
