Dear Mr Orr

I am writing regarding your recent request for information to Somerset
County Council, which has been dealt with under the provisions of:

o The Freedom of Information Act (FOIA) (2000)

Your request made to the Council asked which Councillor body / committee /
group undertook the negotiations between SCC & Police before the Police
signed up (to membership of Southwest One) in April 2008, and secondly,
you requested copies of the relevant papers of the associated meetings.

Firstly, I can confirm that we hold some of this information and are able
to disclose what we have to you.

In response to your question I can confirm that:

 1. The relevant body was called the ISIS Project Team.
 2. Despite an extensive search of Council records we are unable to locate
any relevant papers of these meetings. This is partly because all the
relevant staff have, as you will be well aware, since left the
Authority, and also because the current staff in the Client Services
Team were not in post at the time of this ISIS activity, and have
therefore no first hand knowledge on which to draw when dealing with
this request. The search has involved recalling material from the
Archives and also asking staff who were Personal Assistants (PAs) to
those staff involved in the ISIS Project Bid Team to search files left
with them by the former senior managers, but the search has proved
fruitless.

If you feel your request has not been answered in sufficient detail or if
you wish to clarify the information given, please contact me and I will be
happy to address the issues you raise.

If you are not satisfied with the way we have dealt with your request, or
the information you have received, you can ask for an internal review of
our decision.

Please send your request to:

the right to apply directly to the Information Commissioner for an appeal.
