During the recent Police and Crime Board meeting,23rd July 2019,the assistant chief constable Chris Johnson and the PCC David Jamieson both made reference to the success of Sandwell`s temporary transit traveller`s (TTT)site in reducing the incidence of unauthorised encampments within the Sandwell area.

FOI Q1.When was the temporary transit traveller`s(TTS) opened in Sandwell, where is it located, and who officially opened the site?

FOI Q2.What are the terms and conditions for using the site,including explaining what is the allowed timespan for using the site and the interval required before a return visit is permitted, what is the cost of using the site on a daily/weekly basis, are payments required in advance and how are the payments to be made to the Authority, and do the users have to provide any personal data? Are any other financial implications imposed upon users of the site or constraints imposed regarding useage of the site?

FOI Q3.What facilities are available at the site (in detail) and is the site illuminated by specific lighting at night?

FOI Q4.What is the estimated capacity of the site,and what has been the actual recorded useage on a monthly basis since the site was opened and,for the same monthly basis, what has been the recorded income received by the council,broken down into the basis of the payments.

FOI Q5.What have been the costs of maintaining the site on a monthly basis,since the site was opened,and explain the nature of the maintenance?

FOI Q6.Presumeably the opening of the site has produced a net financial saving for the taxpayers of Sandwell, please advise of the estimated costs of dealing with illegal travellers sites(legal costs plus other costs) on an annual(y/e April) basis from 2 years before the site opened until April 2019.

Dear Sandwell Metropolitan Borough Council,
Reference my FOI Q1, the site was opened on 18th April 2017 by the Environmental Protection Team but please confirm that no senior Council member or `authority figure` attended on the `opening day`for a photo opportunity.
Reference my FOI Q2 please supply the missing attachment called `License to occupy` and, having not yet seen the license, please advise if, with the costs apparently being approximately a very reasonable £10 per caravan per day, can ordinary persons passing through the area use the site or do they have to be recognised members of the `travelling community`and, if so, do they have to provide any confirmation that they are classed as `travelling community`?
