Sandwell Full Council Meeting 17/04/2018 - Podcast - Missing in edit?

Please can you advise if the podcast uploaded to the site https://sandwell.public-i.tv is complete and includes all of recorded footage from the public full council meeting on the 17th April 2018.

There appears to be some footage missing including Cllr Lewis calling a point of order with the subsequent discussion, there was talk about the Whatsapp issues that involved Cllrs Marshall, Eling etc that I can't seem to locate and another section where some Cllrs were calling for others to resign.

I have previously had cause to bring up a similar issue with regards a Standards Committee podcast. You advised back then as follows:

With regards to the issue you have raised concerning missing footage, we have been liaising with our webcast provider, Public-I, who have looked into this issue as it appears that there had been intermittent loss of internet connection in the Council Chamber during the recording. Public-I have now retrieved any unstreamed/published footage from the central system that is held and operated by Public-I and is now available to view on the Council's
website.

Are the third party at fault, were there yet again intermittent loss of connection or has the footage been edited?

I look forward to your early response and if the podcast is not complete then I ask that the full, unedited footage be uploaded immediately.

Thank you for your Freedom of Information request. In response to your
request I can confirm the following:
 
 
With regards to the issue of the streaming footage being edited, please be
advised that Democratic Services do not have permitted rights to edit or
delete any footage after it has been published. For the avoidance of any
doubt, the streaming is in real time. The meeting started at 6pm and
finished at 7.23pm. The webcast is for 1 hour, 23 minutes and 56 seconds.
With regards to the issue you have raised concerning missing footage, we
have liaised with our webcast provider, Public-I, who have confirmed that
there is no missing footage from that which has been published. With
regard to the specific instances you refer to, I would advise that
Councillor Lewis raises a point of order at 45 minutes 11 seconds into the
recording. Immediately before this there is a lot of background noise in
the Chamber. Unfortunately, where members speak without using their
microphones this is not likely to be audible in the webcast. With regard
to Whatsapp messages, this is referred to by Councillor Jones at 1 hour 16
mins into the recording.
